Job description The jobholder will lead a small but growing team (currently 11 people) to deliver the following:
Set a clear vision for the finance workstream in line with the HMRC change framework and the ETMP Regeneration programme governance.
Develop and maintain the delivery roadmap including defining scope of preparatory activities, ensuring plans are realistic, achievable, and respect known resource constraints.
Communicate plans effectively to different audiences and undertake retrospective assurance on delivery. Identify lessons learned and areas for improvement.
Influence senior partners in decision making and design/processes for change, ensuring they align to HMRC finance standards and financial accreditation guardrails and providing constructive challenge to change leads where they do not meet these standards.
Liaise closely with all Finance Subject Matter Specialists ensuring they are aware of change that will impact on the financial processes to ensure that all the finance community requirements are gathered, communicated to and included in the scope of the programme.
Identify and communicate strategic risks and issues to successful delivery, working across the programme to develop, agree and communicate mitigation plans, monitor and report on progress to HMRC senior leaders.
Develop the benefits profile for finance community and progress ETMP priority Projects.
Become a proactive and engaged member of change Boards including deputising for the Deputy Director, Finance Systems Strategy and Change at Programme and other decision-making boards.
Regular travelling across the locations listed and travel to other locations across the country.
The successful candidate will be working directly to the Deputy Director, Finance Systems Strategy and Change.

Person specification Excellent programme manager with experience of managing and delivering value-adding technology-driven change to specification, cost and agreed deadlines in a finance or finance-related function.
An accomplished leader with the ability to drive and co-ordinate activities across a wide breadth of internal and external teams, with a proven track record of working effectively with both programme and operational teams.
An effective influencer able to support effective decision making at senior levels, communicating complex information simply and succinctly, with a solid understanding and awareness of the bigger picture.
Comfortable and confident leading through uncertainty and have demonstrable experience of building a positive culture and capability within your teams.
Confident and capable presenter, trusted to represent the programme internally and externally at senior forums. You will be comfortable speaking truth to power and providing constructive challenge where needed to support the overall successful delivery of the programme.
This role requires working to tight deadlines, attending face-to-face meetings that may require regular travelling across the country.
Essential Criteria
Strong leadership skills and experience of leading transformation projects/programmes preferably finance ERP (SAP/Oracle) technology driven, with a proven ability to lead motivate, inspire, guide, and influence a large team through uncertainty, in a large/complex organisation.
Experience at successfully leading a complex planning and business change function for a large project or major programme, including managing risk and dependencies.
Exceptional strategic and critical thinking skills with the ability to draw together complex issues, connect and analyse data and develop, communicate, agree, and implement practical solutions.
Strong presentation skills and ability to lead andfacilitate requirements gathering exercises, complex negotiations whilst maintaining relationships, accommodating differing views and priorities, and ability to influence peers and senior leaders to achieve an outcome.
Outstanding stakeholder management skills with demonstrable experience of engaging and working collaboratively with a diverse range of stakeholders across the finance community, design, architecture, operational and IT delivery teams to refine, develop and assure delivery plans and resolve complex problems.
Basic finance knowledge or experience of working in a finance-related function.
Accredited PD Professional Programme Manager Practitioner level or Project Leadership Qualifications (or other relevant APM qualifications).
Desirable Criteria?

Full or part qualified finance professional with a recognised accountancy body.
Extensive financeexpertise gained from working in a finance function.
Experience of business change management and leading business readiness activities.
Knowledge of HMRCs SAP systems and related IT infrastructure.
