Main purpose of the role

This role supports security and access across cloud and on‑prem environments, contributing to the Council’s digital transformation initiatives.
Responsibilities
* Support identity and access platforms including Microsoft 365, Security Service Edge, and domain services to ensure secure and reliable access across environments.
* Implement and maintain access controls for cloud and on‑premises systems, enforcing security policies across SaaS, IaaS, and hybrid setups.
* Manage identity lifecycle processes (provisioning, deprovisioning, RBAC) in line with internal policies.
* Assist with infrastructure changes and incident recovery to minimise disruption during security incidents.
* Maintain accurate configuration and asset data to support IT Asset Management, lifecycle planning, and risk mitigation.
* Participate in governance activities, monitor access rights, manage web traffic policies, and contribute to Information Governance and Security initiatives.
Required qualifications and experience
* Platforms & Collaboration Tools: SharePoint Online, Exchange Online, Microsoft Teams, Microsoft 365 Apps & Services (Forms, Lists, Pages, etc.), Microsoft Graph API, Microsoft Intune.
* Identity & Access Management: Entra ID, Entra Connect, Active Directory, Conditional Access, Enterprise Applications & App Registrations.
* Security: VPNs (Always On VPN, GlobalProtect), web filtering, Defender for Cloud, Defender for Office, penetration testing, vulnerability management; experience with a Secure Operations Centre (SOC) environment is desirable.
* Additional Information: Based at Carpenter House, Perth, with hybrid working depending on service requirements.
Skills & experience required
* Qualification/experience: HND or higher in a relevant field or substantial hands-on IT experience.
* Security-aware: Understanding of security frameworks and compliance standards.
* Strong communication: Able to engage with technical and non-technical audiences.
* Organised and self-motivated; capable of managing multiple priorities and delivering structured outcomes.
* Collaborative and professional; able to work in multidisciplinary teams and engage stakeholders.
* Technically curious; open to challenges and innovation.
Desirable skills
* Scripting/automation (PowerShell, Graph API)
* Public sector or regulated environment experience
* Familiarity with multi‑tenant Microsoft 365 environments
* Knowledge of cloud security solutions such as Palo Alto Prisma Access
