Neway International are looking for a Training Development Officer. Client: Cardiff Council; Location: County Hall, Cardiff. Hours: 18.5 per week (Monday–Friday, 09:00–17:00). Contract Duration: 24 November 2025–23 February 2026.
About the Role
Cardiff Council is seeking a Training Development Officer to join the People & Communities Directorate on a temporary basis. This role will support the implementation of the Social Care Workforce Development Plan, focusing on professional social work training, practice learning arrangements, and continuous professional development. You will play a key role in coordinating practice teaching, supporting staff and students, and promoting post‒qualifying awards and CPD activities across Children’s and Adult Services.
Key Responsibilities
* Support the Workforce Development and Training Manager in delivering the Social Care Workforce Development Plan
* Coordinate practice teaching arrangements and provide guidance to students on placement
* Identify, train, and support practice teachers
* Promote and facilitate post‒qualifying awards and CPD activities
* Provide career development advice and guidance to staff
* Prepare annual training plans and contribute to funding applications and monitoring reports
* Monitor and evaluate the effectiveness of staff and student learning provision
* Work collaboratively with colleagues, external partners, and higher education providers to maintain a local Practice Learning Partnership
* Ensure services are delivered within a framework of equal opportunities and safeguarding policies
Candidate Requirements
Essential:
* Degree in Social Work (or equivalent)
* Evidence of post‒qualification professional development
* Relevant Training and Development qualification
* Substantial experience in a social care setting
* Experience in training, supervising, or coaching colleagues, staff, or students
* Strong knowledge of social care legislation, regulations, and current practice issues
* Excellent communication, organisational, and report‒writing skills
* Ability to work constructively with internal and external partners
Desirable:
* Master’s Degree or Advanced/Post‒Qualifying Award in Social Work
* Experience of budget monitoring and knowledge of qualification frameworks (CPEL/PQ)
* Registration with the Care Council for Wales (or equivalent)
* Full valid driving licence and use of a car
