Job Introduction
Bradford Finance is undergoing significant change and investment. Having been under-resourced for a number of years, it is now entering a new phase of development and strategic focus to support the Council's ambitious new corporate strategy and plans.
A restructure has recently been completed, with the department now comprising four key teams: Management Accounting; Corporate and Strategic Finance; Projects, Systems and Commercial; and Internal Audit, Risk, Business Development and Improvement. The restructure includes significant additional capacity and investment in training and development.
A new service plan is being developed during 2025, with a clear strategic focus and direction, including a development plan to focus on delivering financial literacy across the organisation, while elevating the impact of the Finance team within the organisation to support and drive the Council's strategic plans, whilst delivering its financial sustainability and recovery programme.
The team has recently been instrumental in helping the Council secure:
* The lifting of the Best Value Notice put in place in February 2024, achieved by February 2025, an unprecedented achievement.
* A positive review by CIPFA about progress in Bradford towards financial sustainability, citing robust financial planning, well-considered savings proposals, and progress in addressing previous risks.
* Completion of the 2025/26 budget earlier than previous years.
* Closure and audit sign-off of the 2022/23 and 2023/24 accounts with unqualified opinions.
* A positive half-year report by the Council's Independent Board.
The Principal Accountant role is central to the Finance team and essential for delivering the Council's plans and financial sustainability. You will work within our corporate and strategic finance team, collaborating with departments and service areas to provide a best-in-class finance service. You will work with finance managers to develop the service, enabling the council to meet future challenges while fostering continuous improvement. This role offers an opportunity to make a meaningful difference in our vibrant city.
We are seeking a Principal Accountant to join our dedicated Finance Department team. You will work closely with the Strategic Finance Manager and Finance Manager in our capital accounting, treasury, and taxation team, supporting council officers and members by providing expert advice and accounting services.
The successful candidate will be expected to lead, develop, and review change management programs to ensure ongoing improvement.
Main Responsibilities:
1. Provide a specialist quality service by:
o Coordinating the closure of capital expenditure and income accounts.
o Providing capital advice and guidance to senior officers and project officers across the council.
o Supporting new initiatives and projects, ensuring appropriate funding is in place.
o Maintaining understanding of legislative and professional requirements regarding capital expenditure accounting.
2. Prepare the Quarterly Capital Monitor, ensuring accuracy and compliance with Financial Regulations, including setting up new schemes and monitoring grants relating to Capital Schemes.
3. Actively develop mechanisms to maximize benefits from capital investment decisions.
4. Prepare and present financial reports on capital expenditure to senior management.
5. Assist in preparing the Statement of Accounts and working papers for notes related to the Capital Monitor.
6. Promote continuous service improvement by:
o Encouraging innovative solutions.
o Developing professional skills and knowledge.
o Building capacity and capability within the team.
o Addressing poor performance effectively.
