About The Role
This is an exciting opportunity to join Runnymede Borough Council as we continue our positive work to raise standards and tackle poor conditions in the private rented sector. Runnymede Borough Council has around 450 HMOs and operates a mandatory HMO licensing scheme.
As the Private Sector Housing Manager you will:
* Provide leadership and operational management of the Private Sector Housing team, ensuring the effective delivery of enforcement, HMO licensing, and advisory functions.
* Direct improvement of housing conditions across the private rented sector, ensuring the correct enforcement approach is taken in line with legislation and Council policies.
* Manage and develop staff, overseeing performance, casework quality, and professional development to ensure a high‑performing service.
* Oversee enforcement of housing standards and legislation, including inspections, complaint investigations, issuing statutory notices, prosecution processes, and ensuring effective regulation of HMOs and housing conditions.
* Monitor budgets, maintain accurate records and reporting (including Civica APP and government returns), and contribute to policy development, service improvement initiatives, and strategic housing functions.

Salary
Runnymede Borough Council is currently undertaking a pay and grading review, which is expected to be implemented during the summer. The successful applicant will be appointed under the Council’s current grading and salary structure and, following implementation of the new framework, will be assimilated into the revised pay structure in line with all existing employees.
The grading in the new pay structure for this role will be £53,662 to £60,301.
About You
We are looking for a competent and experienced private sector housing enforcement professional to join our team who can lead the team and deliver the advice, enforcement and licensing services. Candidates should have a range of skills including:
* Degree‑qualified in Environmental Health, Housing, Building, or a related discipline, with a solid understanding of private sector housing practices.
* Full UK driving licence and ability to undertake site inspections.
* Proven experience (minimum 3 years) in private sector housing, including enforcement, grants, and knowledge of relevant legislation and housing issues.
* Demonstrated ability to supervise staff, work independently, and manage workloads effectively using strong organisational skills.
* Confident and professional communicator, able to build effective relationships with clients, contractors, landlords, and stakeholders while maintaining a flexible approach.
* Strong communication, IT, and negotiation skills, with the ability to produce and interpret professional reports and effectively manage and motivate a team.
* Driven to achieve targets and continuously develop the role in response to changing local government demands and service challenges.
* Flexible and proactive approach to work, including carrying out site visits and inspections, attending evening meetings, and holding a full UK driving licence with access to a vehicle.
