Salary up to £46,849 (plus a £2,000 South East allowance per annum for individuals based in Culham) and generous benefits package
Permanent, Full-Time (37.5 hours per week)

We have an exciting new opportunity to join us as an Efficiency and Continuous Improvement (E&CI) Lead Analyst to establish a sustainable and consistent function to focus the direction of the organisation. The role leads on exploring, monitoring and delivering efficiency and improvement initiatives, by planning and performing multiple deep dive analyses and report on key focus areas. As part of your analyses, you’ll coordinate and facilitate E&CI working groups and prepare reports to present at strategic forums. You will collaborate with partners throughout the organisation, namely Finance Analysts to manage the process involved in recording efficiency initiatives for onward reporting, and Performance Analyst teams to monitor and provide a ‘critical friend’ role on functional plans and performance reporting.

To be successful in the role you’ll have experience in an analytical field (. audit, analysis, performance management with a relevant Accounting or Auditing qualification. You will be experienced in data monitoring and analysis to produce meaningful reports and evidence of impact and use your excellent analytical skills and ability to absorb technical and numerical information, to demonstrate evidence and present complex data for analysis. An excellent communicator, you'll be confident in writing reports, as well as presentation and facilitation skills, from operational to executive level.

Some of the responsibilities of this role include:

13. Maintain and implement the E&CI Plan for the constabulary. Ensuring objectives meet the strategic goals, establishing performance metrics, monitoring and reporting progress.
14. Perform the role of lead advisor and subject matter expert in Efficiency and Continuous Improvement – working to facilitate identification of workstreams and advise on their development with other departments.
15. Plan and perform ‘deep dive’ analysis and reporting in key focus areas or manage improvement projects directed by the Head of Organisational Support or Exec Steering Group.
16. Manage the processes involved in recording and recording efficiency initiatives (cashable or non-cashable) with finance analysts for onward reporting through SPPRG governance forum.
17. Provide analysis and reports on progress against set tasks and performance measures as required for key strategic meetings and committees.
18. Organise and facilitate E&CI working groups, working in advance with the members to ensure topics are relevant and attendance is appropriate. Take responsibility to record any outcomes from these forums and ensure actions are completed appropriately.
19. Preparation of reports and papers to be tabled and presented at strategic forums with concise delivery of key information to enable consideration or decision by executive.
20. Establish and maintain effective collaborative networks with internal and external stakeholders, peer support networks and members of the E&CI working and steering groups.
21. Work closely with finance analysts and performance team to monitor and provide critical friend role on functional plans and their performance reporting.
22. Ensure appropriate analysis and response to employee suggestion method, working with the team and SME’s in ensuring employee ideas are given appropriate review and if agreed implementation.

To be successful in the role you will need to display the following experience and skills:

23. Relevant professional Accounting or Audit qualifications
24. Good understanding of the Government Efficiency Framework and its foundation documents (Green Book
25. Understanding of the Strategic Plan and Annual Business Plan, and how the development of functional plans supports and discharges their goals and objectives
26. Experience in an analytical discipline (. audit, analyst, performance management etc. roles)
27. Experience using data monitoring and analysis to produce meaningful reports and evidence of project/programme impact
28. Excellent analytical skills, with the ability to absorb technical and numerical information and use this to demonstrate evidence and present complex data for analysis
29. Excellent communication skills, both in writing complex reports or preparation of concise papers for strategic forums as well as presentation and facilitation skills tailored to audiences from operational to executive level
30. Excellent presentation skills, and confidence in collaborating and building relationships across the Constabulary.
