Location: Sheffield (This is a hybrid role with a minimum of 3 days per week in the office). Hours: 37 per week. Contract: Permanent. Salary: £41,511 - £44,711.
The South Yorkshire Mayoral Combined Authority (SYMCA) brings together the local authorities of Barnsley, Doncaster, Rotherham and Sheffield to serve the communities and businesses of South Yorkshire. We have ambitions to deliver recovery and renewal for people, businesses and places across South Yorkshire. SYMCA follows a structured salary grading system and salaries start at the grade minimum with potential enhancements as you grow within the authority. Key Responsibilities
* Develop and maintain an influential transport policy framework through cross-organisational collaboration with local and national stakeholders.
* Lead on the integration of all modes of transport, with a specific focus on bus service policy, planning and project development.
* Shape policy to align with strategic objectives and adapt to evolving national legislation and funding opportunities.
* Support development and management of initiatives such as the Enhanced Bus Partnership and bus reform, KPIs, bus priority measures, Demand Responsive and Community Transport.
* Support the development of the Local Transport Plan and associated delivery strategies.
* Maintain and develop the Bus Service Improvement Plan and the Enhanced Bus Partnership; lead on Demand Responsive Transport pilot projects.
* Collaborate with local authorities and stakeholders to ensure decisions support bus services’ effective operation.
* Prepare evidence-led briefings, reports, and presentations for senior stakeholders, including the Mayor and national partners.
* Provide expert advice on transport policy and strategy to the SYMCA and advisory boards.
* Represent SYMCA in pan-northern and national forums to influence wider transport policy.
* Identify funding opportunities and support the development of strategic business cases.
* Build internal and external relationships to influence outcomes and deliver results; commission and manage external consultants as needed.
* Conduct horizon scanning and research to stay informed of emerging trends and innovations; undertake policy projects contributing to SYMCA’s priorities.
Skills, Knowledge and Expertise
We are seeking a candidate with strong public transport experience, particularly in bus service operations and strategy. The role requires ability to work in a fast-paced, political environment and to translate complex technical information into clear, evidence-based advice for investment decisions. Excellent relationship-building, stakeholder engagement, strategic thinking, and clear communication are essential.
* Provide evidence of competence in: understanding of local government practice and governance, experience in a complex political environment, and understanding of the bus services framework.
* Experience providing advice or recommendations to senior leaders.
* Experience working on a public transport programme, project or policy.
* Ability to analyse complex data and summarise key issues for action.
* Strategic mindset with the ability to align transport within the broader policy environment.
