Job Description

Business Design and Change Manager | 7659 | Fixed term contract until 31 December 2027 | 37 hours per week | £48,610 to £52,594 per annum | Grade L | Norwich - hybrid working

Our transformation agenda in Norfolk Children's Services is succeeding for children and young people. We have a track record of successful project delivery, and the impact of our transformation journey has been endorsed by multiple successful inspections. We have further large-scale change underway making this is an exciting opportunity to be part of our highly skilled team and drive forward transformation at pace to ensure children and young people in Norfolk can flourish.

We are looking to recruit to two posts. The first will initially be aligned to the 'making better use of technology' programme but with scope to work on future projects in other programme areas. The second will be aligned to one of the of the other major change programmes within Children's Services.

Position A: This role will initially be aligned to the Making Better Use of Technologyprogramme but with the expectation that the post holder will pick up projects from across the breadth of our programmes in future. The Making Better Use of Technology programme seeks to leverage technology to enhance service delivery and support for children and families. It aims to improve efficiency, data management, and access to services through innovative technological solutions. The key focus for the programme is the exploration of artificial intelligence technology including Co-Pilot and Microsoft Azure AI to enhance efficiency. The programme also includes maximising the use of automations, such as RPA and Power Automate, to further optimise operations. A focus on our Core Business Systems (Synergy, Liquid Logic) aims to bring significant improvements and updates to case recording.

Position B: This position will be aligned to change activity within one or more of our major programmes of work. Examples of these programmes include:

* Families First Partnership Programme, which is a government supported initiative focusing on ensuring that every family can access the right help and support when they need it, with a strong emphasis on early intervention to prevent crisis. The key focus of the programme will be to further embed a multi-agency and disciplinary Family Help model in Norfolk, establish multi-agency child protection processes and further embed family decision making. This will be enabled through revised information sharing arrangements, multi-agency safeguarding arrangements and embedding good practice as outlined in the revised Children's Social Care National Framework.
* Self-Improving Education System Programme: To foster a self-improving education system in Norfolk by redefining the role of the Local Authority and aligning support services for settings, schools, and providers to achieve our Norfolk Learning Ambition. This will include the development and implementation of a new support model for Norfolk's education system.
* System Collaborative with Health. The aim of this approach is to create a fully integrated care and health system for children and young people by focusing on collaborative working between health and social care services. This includes prioritising early intervention and prevention by shifting resources and support upstream over time, thereby reducing the reliance on specialist and acute support. By focusing on working in school and community zones, the approach seeks to offer support within local communities, providing help where children, young people, and families are in their day-to-day environments, rather than relying on specialist settings, clinics, or institutions.

As a Business Design and Change Manager, you will challenge the status quo and generate ideas through insight from across the Council and externally, using facilitation and innovation tools to prompt ideas and generate positivity about change.

You will convert ideas into ambitious proposals to formulate strong, evidence based and robust business cases to secure sign off. You will build squads that will drive development and delivery and will initiate handover to business as usual at the optimum time.

Appropriate challenge and support to senior managers, business and workstream leads is a key part of this role. Alongside this, you will coach colleagues in business design and change techniques to develop a transformational culture and ethos in Children's Services.

With a track record of change management and leadership, you'll evidence your creativity in developing new solutions and applying concepts from one area to another. As a strong communicator and influencer, you'll build energy around the agenda with financial acumen to understand financial triggers in a complex organisation.

Public or private sector - you'll be the ideas person with exceptional change and transformation skills. You'll have the intellectual curiosity to systematically change outcomes for children and young people.

We anticipate that working remotely will be a key feature of this role, but when you work from the office your base will be County Hall, Norwich.
