We're looking for a Principal Service Improvement Officer to join us on our journey and play a key role in shaping how the Human Resources service evolves.
Key Responsibilities
* Lead and support a programme of service improvements aligned with the Council's strategic objectives.
* Work with the Workforce Audit Team to support a significant piece of work that’s nearing completion.
* Collaborate with the Human Resources (HR) Team to support transformation of the service.
* Understand demand coming into the service, how it is managed, and identify improvements, taking a customer‑focused approach.
* Provide effective challenge and insight, analyse data and performance information to identify priorities, and assess demand, risks, costs and benefits.
* Present clear, evidence‑based options for change, using a variety of continuous improvement and process re‑engineering tools.
* Develop high‑quality business cases, reports, presentations and documentation.
* Facilitate project groups, workshops and stakeholder sessions to support end‑to‑end service redesign.
* Support transformation of the service and play a key role in supporting this change.
Essential Qualifications
Degree level or an equivalent technical level of expertise gained from related work activities.
* Strong improvement expertise, excellent analytical skills, and confidence to influence others.
* Significant experience delivering service reviews, process redesign and continuous improvement.
* Ability to interpret complex data, undertake research and environmental scanning, and translate insights into practical recommendations.
* Excellent communication skills – confidently and effectively both verbally and in writing, engaging and influencing senior stakeholders, and producing and presenting high‑quality information/reports.
* Ability to manage time effectively and deliver at pace and to tight deadlines.
* Experience of leading or contributing to change projects and working collaboratively with colleagues and partners.
* Hold a degree in a relevant field or have an equivalent level of professional expertise gained through relevant experience.
