The Directorate of Corporate Services is responsible for the effective delivery of Corporate Services to the Maritime & Coastguard Agency (MCA). Corporate Services includes Communications, IT, Procurement, Finance, Health & Safety, Human Resources, Internal Audit and Assurance, Programme Management Office, and Property & Facilities.

Human Resources is a key enabling function responsible for the planning and delivery of the MCA's People Strategy and a full range of HR services including Organisational Design and Development, Talent Management, Employee Relations, Volunteer support, Reward and Resourcing, Planning and Governance.

Job Description

This new and varied opportunity is part of the MCA HR’s Employee Relations team and will work collaboratively with MCA and Department for Transport (DfT) leaders to enable the DfT Group HR Model.

The role holder will be responsible for the effective delivery of the MCA’s Occupational Health and Employee Assistance Programme contracts, as well as the associated HR policies and procedures.

Your Responsibilities Would Include, But Aren’t Limited To:

* The day-to-day management of the MCA’s Occupational Health and Employee Assistance Programme contracts, acting as an escalation point to ensure fit for purpose provisions that are aligned to business need.
* To ensure robust service levels agreements and a high level of governance, attending regular relationship meetings to address concerns and drive continual improvement.
* Collaborate with the Employee Relations Lead to carry out relevant procurement activities including needs assessments, supplier selection and embedding new contracts.
* Work with both external and internal stakeholders to ensure fit for purpose health standards and fitness tests and associated procedures are in place for operational roles, overseeing the managed recall service provided by Occupational Health.
* Responsible for the effective implementation and promotion of the Workplace Adjustment policy, supporting managers to ensure employees are provided with adjustments to help them perform their duties more effectively and safely.
* Ensure appropriate critical incident and trauma support services are in place and available to employees and volunteers in a timely manner.

Person specification

To succeed in this role, you have experience of managing a HR related service delivery contract, including monitoring supplier performance and reviewing the terms of contracts and/or service level agreements.

You are a natural communicator with strong interpersonal, influencing and negotiating skills. You are comfortable in having challenging conversations and providing direction when needed. You have the ability to establish relationships quickly, with a wide range of internal and external senior stakeholders.

If not already held, the successful post holder will be required to work towards a CIPD qualification (Level 5) when in post.

Additional Information

This post is offered on a 2 year Fixed Term Appointment (FTA) with the possibility of permanency.

For permanent Civil Servants, this role is only available on loan, so you must have your home departments approval to return to them at the end of the loan before you apply. There is no opportunity for a permanent Civil Servant to take on this role as a fixed term appointment. OGD applicants will be appointed on an inward loan and subject to the terms of the agreed inward loan. Internal candidates will return to their previous post at the end of the loan period, which will need to be agreed with your line manager in advance.

If you're employed by a non-departmental public body (NDPB) by moving jobs this will involve a change of employer and you may break the statutory rules on continuity of employment.

Office Attendance And Travel Requirements

This role is suitable for hybrid working, which is a non-contractual arrangement where a combination of workplace and home-based working can be accommodated subject to business requirements.

The expectation is a minimum of 60% of your working time a month will be spent at either your principal workplace (one of the locations cited in the advert) or, when required for business reasons, visiting stakeholders and colleagues, or carrying out detached duty in another DfT or agency workplace. The chosen principal workplace will be the designated place of work and any remote or home working arrangement does not constitute a change to the designated place of work or contractual terms and conditions. There may be occasions where you are required to attend above the minimum expectation.
