The Business Analyst will lead the capture and definition of the current-state (AS-IS) operating model and support the design of the future-state (TO-BE) model across LGPS Central's operations, investment services, and governance structures.
Working closely with internal and external stakeholders, the postholder will shape and document recommendations that align with our pooled investment structure, regulatory obligations, and strategic ambitions.
What you'll be doing:
As a Business Analyst, a flavour of what you will get involved in includes:
Target Operating Model (TOM) Design
* Lead workshops and analysis to capture the AS-IS operating model, covering investment management, operations, compliance, risk, governance, and reporting.
* Design scalable, efficient TO-BE models that integrate people, processes, data, and systems.
* Ensure alignment with LGPS pooling objectives, regulatory requirements, and good governance principles.
* Produce detailed artefacts including process flows, capability models, service blueprints, and functional diagrams.
Business Analysis & Process Improvement
* Conduct gap analysis to identify areas for improvement, transformation, or simplification.
* Translate strategic and operational needs into business requirements for the TOM.
* Support business case development and provide clear documentation to support decision-making.
* Engage with third-party providers (e.g. administrators, custodians) to understand operating model interdependencies.
Stakeholder Engagement
* Collaborate with teams across investments, operations, finance, compliance, governance, and partner funds.
* Facilitate workshops and interviews to gather insights, validate assumptions, and co-design solutions.
* Build trust and ensure stakeholder voices are represented in all aspects of model development.
* Communicate complex information clearly to senior leadership and governance forums.
Delivery Support
* Contribute to implementation planning and change impact assessments.
* Track and document requirements, risks, assumptions, and dependencies.
* Ensure traceability from analysis to design to outcomes, supporting benefits realisation.
* Support alignment with LGPS Central's values of integrity, service, and transparency

LGPS Central (LGPSC) Ltd is the FCA regulated asset manager for eight local authority pension funds across the Midlands. LGPSC is jointly owned on an equal shares basis by those Partner Fund, and it is responsible for managing £45bn+ of their assets. It is one of eight Local Government Pension Scheme (LGPS) asset pools in the UK.

Requirements
* Proven experience as a Business Analyst leading operating model design in an LGPS, asset management, or public pensions context.
* Strong understanding of pooled investment structures, public pensions governance, and regulatory requirements.
* Skilled in business process mapping and analysis (e.g. BPMN, Lean).
* Experience working with investment operations, risk, compliance, and front-to-back-office teams.
* Confident facilitating workshops, engaging stakeholders, and writing high-quality documentation.
* Comfortable working in a hybrid environment, with three office-based days in Wolverhampton.
* Ability to document processes using MS Visio or other process modelling tools (e.g. ARIS, Bizagi).
* Experience of process standardization, workflow management, and identifying processes that require risk controls and optimization.
Qualifications:
* Degree in Business, Finance, Public Administration, or equivalent experience.
* Business Analysis qualification (BCS, IIBA, or equivalent) desirable.
* Project/change management certification (e.g. PRINCE2, AgilePM) advantageous.
