Location: This role can be delivered remotely with occasional travel to Tayside

About the Role
The Procurement Project Manager will be responsible for contributing to the success of client institutions across the Tayside area. The post holder will utilize techniques of cost reduction, cost avoidance, and demand aggregation, coupled with the production and leverage of enhanced management information, market intelligence, and advanced supplier management techniques. This includes monitoring and delivering improvements in ethical, social, and environmental aspects, maintaining APUC’s position as a leading Centre of Procurement Expertise. The post will be deployed to various client institutions across the Tayside region, typically on a medium-term basis.
Prospective candidates should have experience working within a procurement role with some autonomy, relevant tendering experience, and appropriate knowledge of EU/Scottish procurement regulations. Excellent stakeholder management and communication skills are essential.
Responsibilities:
* Manage senior and operational stakeholder and key supplier relationships;
* Manage routine higher-value tendering and implementation of collaborative agreements within the institution;
* Procure institution-wide goods, services, and works requirements;
* Increase the Procurement Capability of the Institution;
* Assist in delivering institutional procurement awareness training;
* Represent the institution on various forums and contribute to sector-wide joint procurement initiatives;
* Assist in statutory UK procurement reporting and routine procurement data reporting;
* Implement procurement legislation requirements;
* Develop and facilitate procurement processes based on the “Procurement Journey” and provide operational guidance for lower-value procurement below formal tender levels;
* Assist in implementing the Scottish Government Sustainable Procurement Action Plan and improve the institution’s attainment level versus the Flexible Framework.
Person Specification
Knowledge and Skills:
* Effective and highly responsive customer management skills;
* High intellectual calibre with high ethical standards;
* Membership of the Chartered Institute of Purchasing and Supply or working towards it;
* Clarity of purpose, self-confidence, integrity, and strong influencing ability;
* Knowledge of Scottish/UK purchasing legislation relevant to HE/FE sector;
* Sound commercial acumen.
Experience:
* Proven project management skills with the ability to meet demanding targets and deadlines;
* Extensive procurement experience including end-to-end tender processes, contract drafting, negotiation, and management;
* Experience in procurement data management and management reporting;
* Advanced spreadsheet skills and ability to use financial models.

* Build strong relationships with stakeholders and develop APUC’s reputation as an expert guidance source;
* Influence, negotiate, and achieve consensus with clients, colleagues, and contractors;
* Maintain a positive, supportive attitude and act as a role model for less senior staff.
