Job Purpose
Executes site construction works within the allocated budget and schedule parameters while maintaining client satisfaction and international safety and quality standards.
Responsibilities
* Oversee assigned Site Teams for the execution of awarded projects to HVP safety and quality standards, within scheduled time of completion, contractual limits, and budgeted costs.
* Act as the focal point for CDM roles.
* Ensure that HVP policies, manuals, procedures, and work processes for Construction Operations are implemented.
* Establish a transparent relationship with the Contractor site representative.
* Ensure licenses and permissions are obtained prior to site start, and mobilize infrastructure facilities and manpower.
* Review Project & Construction scope, BOQs, and project execution plan; finalize construction deliverables such as Construction Execution Plan, Subcontracting Strategy, Construction Management Team Organization, and Site setup.
* Guide detailed construction planning with Project Controls Manager; provide inputs on WBS, activities definition, sequencing, durations, and resource estimates.
* Review and approve the Responsibility Matrix of all subcontractors and support cost estimates.
* Identify early work plans (e.g., survey, pioneer camp) and initiate actions.
* Participate in project plot plan reviews, constructability reviews, and risk reviews.
* Conduct site walks and evaluate site conditions and surrounding facilities (access, roads, weather, soil, environmental restrictions, etc.).
* Promote Project Production Control (PPC) daily progress monitoring with the team and subcontractors.
* Audit subcontractors’ machinery/operators through HSSE personnel; monitor subcontractor performance and progress reports.
* Maintain relationships with subcontractor site management; implement CER recommendations.
* Authorize local purchases and approve local subcontractors with consent of the Project Director.
* Study subcontract agreements, understand terms and project specifications; support Contracts in negotiation terms.
* Organize subcontract/cost awareness sessions for site personnel and assess commercial impacts of on-site decisions.
* Identify site risks with probability and consequence, and implement contingency/mitigation plans for high-risk activities.
* Implement Go/No-go checklists for critical activities where applicable.
* Encourage and train construction resources to build quality in construction (Right First-Time approach).
* Maintain monthly updates of mob/demob master list and submit to Resourcing Team.
* Interface with client, partners, and subcontractors to align objectives and obligations.
* Interface with executive management for effective reporting.
* Ensure annual and demob appraisals are completed and provide feedback for subordinates’ career development.
* Implement applicable Lessons Learned from previous projects.
* Encourage site team to submit Construction Observation Forms and approve observations.
* Arrange adequate trainings for site supervision; develop multidiscipline exposure for HVP construction engineers.
* Verify competencies of resources engaged in critical activities (rigging & lifting, scaffolding, piping, electrical).
* Maintain openness and transparency at site among all parties; participate in Construction forums as requested.
* Support in preparing technical and financial elements for construction activities during bid proposals as requested by the Head of Department.
Requirements
Desired Profile
* Extensive direct-hire construction experience with an international E&C company.
* Experience in Process Plant construction.
* Extensive experience in the energy industry.
* Relevant degree or diploma from an accredited college or university.
Preferred Criteria
* Experience working in the UK & EU.
* Working knowledge of NEC form contracts.
* Experience managing Cost Reimbursable / Unit rate contracts.
* Excellent leadership, project management, and communication skills.
* Ability to independently perform, solve complex issues, and provide guidance.
* Competence in conflict and crisis management.
* High level of commercial and cost awareness.
