Job Summary:
To provide specialist procurement advice, guidance, and governance support across Hackney Council, ensuring compliance, sustainability, and best practice are embedded within procurement activities. The Strategic Procurement Officer plays a vital role in aligning procurement services with the Council's aims and objectives while driving value for money, sustainability, and social impact.
Responsibilities:
1. Policy, Process & Best Practice
* Contribute to the development of the Council's procurement policy, processes, and user-friendly template documents.
* Maintain expert knowledge of legal and policy requirements, ensuring their effective implementation.
* Support communication of new initiatives through briefings, training, and workshops.
* Assist in maintaining and updating the Council's Terms & Conditions with legal input.
* Research procurement trends and recommend improvements to enhance service delivery.
2. Sustainability & Social Value
* Embed sustainability and social value frameworks into procurement processes.
* Support the development and monitoring of category-based sustainability targets.
* Manage objectives linked to the Procurement Impact Assessment (PRIMAS) tool.
* Contribute to initiatives on community wealth building, climate change, and carbon reduction.
* Participate in "meet the buyer" events to support SMEs and voluntary groups.
3. Performance, Reporting & Risk Management
* Implement frameworks to enhance supplier performance and value for money.
* Support development of SLAs for supplier contracts.
* Produce analytic reports and dashboards for stakeholders.
* Monitor and report on social impact, equality, and modern slavery compliance.
* Maintain procurement projects on the Council's Forward Plan.
Person Specification:
Essential
* Proven procurement experience within the public sector, with strong knowledge of regulations.
* Experience in developing and delivering procurement strategies in a large organisation.
* Excellent judgement, discretion, and stakeholder management skills.
* Strong IT skills including Microsoft Office/Google Suite, with advanced Excel/Google Sheets knowledge.
Desirable
* Professional qualification such as CIPS (or equivalent experience in public sector procurement).
