Responsibilities
The Council operates a Category Management approach to procurement to ensure that its supplies, services, and works are procured in a way which optimizes opportunity for achieving best value. You will play a critical role in this and deliver against the Corporate Procurement Strategy.
You are responsible for developing and leading a sourcing programme, managing strategic relationships with suppliers, and appraising supplier markets to deliver best value (cashable and non-cashable savings to the Council). You will provide expert guidance and foster collaborative relationships that promote efficiency, effectiveness, and best value.
You shall develop and monitor contractual key performance indicators based on risk, on a contract-by-contract basis, and develop improvement actions as necessary to ensure that performance targets are met.
You will be responsible for managing and developing Procurement Assistants and, along with the Corporate Procurement Team Leader and Manager, will be responsible for achieving the annual procurement savings targets set by the Council.
The post supports the Corporate Procurement Team Leader and Manager by leading full end-to-end procurement activities for their specific category portfolio.
The Individual
You will have a career portfolio demonstrating continuous improvement, positive customer relations, experience working with a range of clients, and a solid understanding of Scottish and UK Public sector procurement legislation.
You should have proven negotiation skills and contract management experience to achieve significant savings, along with strong presentation skills and excellent written and oral communication skills.
You will be able to prioritize your workload, deliver tasks within tight timescales, lead and implement change and innovation, work as part of a team, and respond flexibly to urgent requests, demands, or shifting priorities. Good IT skills are also required.
