Role PurposeTo provide leadership, direction and management of Democratic Services, delivering high quality committee, member and scrutiny services that support the Council's recovery, improvement plans and wider strategic and corporate objectives. The role ensures effective democratic decision-making, strong governance, statutory compliance and high standards of constitutional advice, and acts as the Council's statutory Scrutiny Officer.Key ResponsibilitiesLead and manage Democratic Services, scrutiny and Member support services.Organise and coordinate the effective planning, conduct and control of the Council's democratic decision-making processes.Develop and embed an effective scrutiny and governance function in line with Secretary of State Directions.Provide high quality constitutional and procedural advice to Councillors, senior officers and stakeholders.Lead excellent Member services, including support to the Leader & Cabinet, political groups, Mayor's/Civic Office and Members' development and training.Manage people, performance, budgets and resources to deliver high quality, compliant and cost-effective services.Build strong internal and external relationships to support integrated service delivery and continuous improvement.Skills, Knowledge & ExperienceSenior management experience within a large, complex organisation.Strong understanding of local government, governance, scrutiny and democratic processes.Proven ability to lead change, manage budgets, and deliver high-quality services.Excellent leadership, communication, influencing and stakeholder engagement skills.Strong commitment to equality, customer service, continuous improvement and Council values.
