Policy and Network Officer

Join to apply for the Policy and Network Officer role at West of England Mayoral Combined Authority.

About The UK Mayors Network

14 Regional Mayors. 14 Chief Executives. One team shaping the future of devolution in England.

Job Introduction

The UK Mayors Network is supported by a small but high-impact secretariat that helps senior executives deliver for millions of people across the country. Mayors already represent over 50% of England’s population - and with further devolution ahead, the influence and importance of the Network will continue to grow. This is an opportunity to join a team working at the centre of major national change. We are building a smarter, more connected and ambitious system - and this role will help shape the next chapter for the Network, the Secretariat, and the wider devolution ecosystem over the next 3–5 years. If you want to work closely with senior leaders, operate at pace, and contribute to the architecture of English devolution, we’d love to hear from you.

A snapshot of the role

Imagine helping prepare for a CEO-level roundtable across all 14 Mayoral Combined Authorities. Each Mayor has different growth priorities, political contexts, and timelines. Your task is to map these positions, produce briefing notes, and help identify areas of alignment - enabling the group to speak with a coherent voice to government and partners. You’re tracking fast-moving policy developments, supporting collaboration across regions, and making sure actions are clear, coordinated and deliverable. You’ll often be the person holding the pen, the agenda, and the action log - ensuring momentum across multiple senior stakeholders in a fast-moving political environment.

In this role, you will:

* Operate comfortably in a fast-changing political context, where priorities shift and clarity often needs to be created in real time.
* Coordinate across Mayors and CEOs to surface shared priorities and highlight where trade-offs need thoughtful handling.
* Support senior-level meetings and briefings, ensuring discussions translate into clear, actionable next steps.
* Map policy initiatives across MCAs to spot trends, shared challenges, and opportunities for joint working.
* Produce insight products and tools - such as trackers, summaries, and briefing packs - that strengthen decision‑making across the Network.
* Help new and emerging MCAs establish effective systems, governance practices, and connections with peers.
* Support relationship management across the Network, enabling trust‑based collaboration between authorities.

You’ll thrive here if you:

* Are curious, proactive, and politically aware.
* Enjoy connecting dots across complex systems.
* Can balance detail with big‑picture thinking.
* Want to grow quickly in a high‑profile environment with strong exposure to senior leaders.

This role is ideal for someone who wants to deepen their strategy, policy and operational experience, expand their network, and help build a best‑in‑class national function.

For an informal discussion about the role please contact Adwoa Osei adwoa.osei@westofengland-ca.gov.uk or Helen Iles helen.iles@westofengland-ca.gov.uk.

Closing date: 18th January 2026.

Interviews are planned for w/c 26th January 2026 - please note this may be subject to change.
