We require 2 Highway Engineers to work within our Highway Adoptions team
Due to the increasing development here in York, we are seeking to recruit 2 Highway Adoptions Engineers. Our engineers work with developers, their representatives and the Council's legal and finance officers to secure agreements under Section 38 and Section 278 of the Highways Act contributing to a wide variety of work across the city, ranging from small amendments to existing junctions to the layout of large-scale strategic redevelopment sites.
What You'll Do
Provide Technical Acceptance
Check for good design, all engineering drawings and associated reports submitted to the Council to ensure that new roads are capable of being adopted.
Problem Solving
Negotiate with developers and consultants any changes considered necessary to achieve a highway layout suitable for adoption.
Mitigate risk to the council
Calculate fees and other financial obligations connected with proposed developments and to ensure that the correct level of income is received, and the Council's interests are protected.
To prepare detailed instructions to the Council's legal officers to allow the preparation of legal agreements associated with the construction of new roads or improvements to existing highways.
Supervision
Supervise the work of the highway inspectors for new developments, ensuring that weekly updates are received and that the standard and quality of workmanship undertaken on new developments accords with the Council's expectations.
You'll Need
A minimum level of HNC in either civil engineering, construction or other related discipline.
A proven level of knowledge and experience in a highway, traffic or transport engineering environment where regular contact with the public and developers has been a feature
A thorough knowledge of highway law, construction and design required to check for good design, all engineering drawings and associated reports submitted to the Council to ensure that new roads are capable of being adopted.
Good people skills with the ability to both create good working relationships whilst also being able to reject poor workmanship/design and to instruct and set out why works are unsatisfactory and/or need to be redone.

As this role is public facing, applicants will need to demonstrate, at interview, their competency to converse and provide advice and guidance to members of the public, in spoken English to CEFR level C1: Can express themselves fluently and spontaneously, almost effortlessly. Only a conceptually difficult subject can hinder a natural, smooth flow of language.
Hybrid working arrangements are available for this role. Each role at CYC is different and your working arrangements will be determined based on the requirements of the role and in collaboration with you and your needs as part of the recruitment process. Your contractual location will be the designated council office for your team.
