Job Summary

Health Innovation Oxford & Thames Valley (HIOTV) is seeking an experienced and confident Senior Project Manager to provide maternity cover within our Clinical Innovation Adoption (CIA) Programme.

This is a role requiring someone who can step in quickly, work autonomously, and lead complex programmes at pace. The post holder will manage a diverse portfolio of innovation and transformation projects, working closely with clinicians, NHS providers, Integrated Care Systems (ICSs), Integrated Care Boards (ICBs), regional and national partners.


Main duties of the job

* National NHS priorities for transformation (e.g. Respiratory) and Health Innovation Network national programmes (e.g. Cardiovascular Disease)
* Regional innovation priorities, working with ICSS, ICBs, Strategic Clinical Networks and regional NHS teams
* Local clinical pathway transformation, supporting providers and frontline teams to redesign services and adopt new models of care

Job Responsibilities

Your work will include managing a diverse transformation portfolio, supporting development of new neighbourhood models of care, leading pathway redesign, supporting the adoption of new clinical guidance, analysing evidence and data, and digital, diagnostic, pharmaceutical and technology innovations.

You will also lead on:

* Designing and implementing delivery and evaluation frameworks including real-world data collection systems
* Programme-level reporting and oversight for national, regional, and local boards
* Ensuring clinical, operational, and financial readiness for adoption
* Identifying risks and barriers to implementation and defining mitigation plans
* Supporting business case development, tenders, and scaling decisions
* Engaging across clinical therapeutic areas, particularly respiratory and urology, while being adaptable across other specialties

This role requires someone who can operate strategically while delivering at pace, influencing senior stakeholders and supporting clinical transformation.


General Conditions

Risk Management: The management of risk is the responsibility of everyone and will be achieved within a progressive, honest and open environment. Responsibilities for Health and Safety: The post holder is responsible for ensuring that all duties and responsibilities of this post are carried out in compliance with the Health & Safety at Work Act 1974, Statutory Regulations and Trust Policies and Procedures. This will be supported by the provision of training and specialist advice where required.

Infection Control: Infection Control is everyone's responsibility. All staff, both clinical and non-clinical, are required to adhere to the Trust's Infection Prevention and Control Policies and make every effort to maintain high standards of infection control at all times thereby reducing the burden of Healthcare Associated Infections including MRSA.

Child Protection: The post holder will endeavour at all times to uphold the rights of children and young people in accordance with the UN Convention Rights of the Child.

Safeguarding Children and Vulnerable Adults: The Trust is committed to safeguarding children and vulnerable adults throughout the organisation. As a member of the trust there is a duty to assist in protecting patients and their families from any form of harm when they are vulnerable.

Data quality is therefore crucial in ensuring complete, timely and accurate information is available in support of patient care, clinical governance, performance management, service planning, and financial and resource planning and performance. Person Specification


Qualifications

* Educated to Master's degree level or equivalent experience.


Knowledge and experience

* Strong experience working within or closely alongside the NHS and Industry, including understanding of system priorities, commissioning, patient pathways, clinical operations and interaction with Industry Partners.
* Proven experience in national, regional, or local programme delivery, involving transformation or significant innovation adoption.
* Demonstrated ability to lead pathway redesign, service transformation, and clinical model change.
* Deep understanding of evaluation methodology and applying evidence in real-world NHS settings.
* Strong capability in accessing NHS datasets through IG requirements, CSUs and other routes. In addition, using analysing and interpreting data for planning, evaluation, and performance monitoring.
* Ability to understand a range of clinical care services and work credibly with clinicians.

* Excellent communication and presentation skills, with the confidence to work with senior leaders, clinicians and external partners.
* Strong organisational ability to manage a busy and wide-ranging programme of work.
