About the Role:
Our Commissioning Team has just undergone a major restructuring to ensure much greater alignment and integrated approaches with Cheshire East & Merseyside NHS Integrated Care Board, and we now need to recruit to a new Project Support Officer post to support our ambitions for the Borough and its residents.
This job role will support with market shaping, strategy development and commissioning services from care providers, with a specific focus on the Accommodation with Care contract (Residential and Nursing Care Homes), whilst also supporting the wider team with tasks relating to the ongoing management of the Care at Home (Domiciliary Care) and Extra Care Housing contracts. This post will support resilience across the wider team.
The Quality Assurance team are also part of New Models of Care and work in partnership with CQC, Adult Safeguarding team and Cheshire East Place to provide oversight of the quality of care delivered by external care providers through pro-active and reactive engagement and regular quality inspections of care services.
Currently the team works 1 day per week from Macclesfield Town Hall and 4 days remotely working in line with their TeamCharter.

About you:
* Support the development of commissioning strategies, policies and plans on specific service areas to ensure best commissioning practice is applied and which deliver the agreed outcomes and targets across the full commissioning cycle.
* Support the development and implementation of commissioning/ purchasing / procurement strategies, tender and contractual documents .
* Lead specific areas of work, in conjunction with project managers, with joint funders, key stakeholders / partners, other commissioners and colleagues in the development and management of the implementation of a local commissioning strategy reflecting local need and legislative frameworks.
* Contribute to, and support the co-ordination, the development, monitoring and implementation of commissioning plans for Adult Social Care, Communities and Public Health services, including the development of commissioning frameworks, clear specifications with outcome frameworks, and robust provider protocols through Council policies and procedures, within specific area of commissioned activity.
* Ensure each provider uses an appropriate electronic system / database which can produce the required performance reports and can be interrogated easily as part of the overall monitoring and review process. To take pro-active or remedial action, as necessary, to avoid or correct poor performance.
* Effectively support and manage aspects of a range of contractual functions to support the Directorate’s commissioning and purchasing, improving outcomes for residents. Manage contractual relationships as directed, undertaking negotiation where appropriate.
* Monitor market demands and trends, under the direction of the line manager, in current and future commissioned services drawing on local, regional and national market intelligence, research and analysis and engaging directly with residents.
* Support the development of and produce financial and data analysis that informs the potential models and options including cost impact of potential/ proposed commissioned services.
* Play an active role, as directed, in supporting the consultation and engagement in relation to commissioned services, both in pre-procurement activities and within the contract and quality assurance activities.
