Overview
We at Gloucestershire Health and Care NHS Foundation Trust have an exciting opportunity based in Gloucester (countywide) for 2 temporary fixed term (18 month) full-time roles as Capital Delivery Managers. The postholders will be part of the Buildings and Environment Improvement Team, delivering a range of capital projects from inception to completion across the Trust, with focus on hospital refurbishment projects, accommodation for supporting functions and infrastructure improvements to meet the net zero carbon target. The role is countywide in scope and the postholders will be supported by a team of Estates and Facilities professionals and will work with operational managers, clinicians, administrators and all corporate departments. The postholders must be confident in leading and managing a design and construction project team, challenging where necessary, to ensure compliance and value for the Trust.
We are looking for professional, reliable and strong but compassionate team players who can help ensure the Trust provides a modern, fit-for-purpose estate for patients, staff and visitors. The postholders must have exceptional planning and organisational skills, be effective team players, and also capable of working independently, multitasking, prioritising and managing their own workload and that of the project team.
Main duties of the job
* Ensure the efficient use of resources so that land, buildings and property are safe, compliant and fit for purpose in accordance with statutory legislation, codes of practice and operational business plans.
* Ensure parity of service and adherence to procedures and policies, including all statutory and non-statutory instruments such as Health Technical Memoranda, Hospital Building Notes and best practice.
* Be proactive, reliable and flexible with a "can do" attitude; possess excellent verbal and written communication skills, including negotiating solutions to avoid or manage minor conflict.
* Have relevant qualifications and experience of managing healthcare projects with a proven track record of delivering high-quality outcomes, managing budgets and project programmes.

Responsibilities and requirements
* Communication and relationship skills – communicate across multiple projects with internal and external staff, patients and visitors; write business cases and board papers; maintain excellent working relationships with IT/digital, Security, Health and Safety, Infection Prevention and Control, and Estates and Facilities specialists.
* Analytical and Judgemental Skills – provide professional building advice on Health and Safety, Health Building Notes, Health Technical Memoranda, programme, quality and cost; establish and disseminate standards for building services.
* Planning and Organisational Skills – develop and deliver the Trust’s Capital Programme; deliver improvements to the physical environment benefiting patient care, visitor experience and staff environment; manage long-term planning and project controls from Business Case to commissioning; act as Senior Project Manager for capital schemes when a consultant PM is not appointed.
* Physical Skills – interpret drawings, understand technical reports/surveys and prepare technical drawings using CAD.
* Patient/Service User care – ensure safety in design and Health and Safety in construction processes to prevent harm to patients, carers, staff and visitors.
* Service Development – advise operational colleagues to develop service solutions informing the capital programme.
* Financial and Physical Resources – manage estates budgets, procure assets, select suppliers and manage contracts in line with Trust procedures including Standing Financial Instructions.
* Human Resources – line management of Estates staff.
* Information resources – ensure building records are kept up to date using external consultants or in-house CAD equipment.
* Research and Development – gather information on new/building technologies or lessons learned from completed projects; pilot new technology with clinical colleagues and share learning with other Trusts.
* Freedom to Act – work within statutory law and local policies, and speak out against breaches.
* Physical Effort – light physical work, frequent site visits, some work at height and carrying equipment.
* Mental Effort – manage concentration on project detail with variable work patterns, negotiate and chair complex meetings.
* Emotional Effort – interact with aggrieved staff, contractors and patient representatives.
* Working Conditions – dust and dirt on building sites; lone working in empty buildings.
* Represent the Trust at the Health Estates Facilities Management Association (HEFMA) and sub-groups.

Qualifications and experience
* Essential – Educated to a BSc/BA; relevant Health & Safety in construction qualification.
* Desirable – BSc/BA (Hons) in building or engineering discipline; experience of managing capital investment projects in the NHS within the last 12 months; knowledge of NHS procurement processes and best practice for estates projects.
* Desirable – Working knowledge of Health Technical Memoranda (HTM) and Health Building Notes (HBN); considerable prior experience of capital investment projects in the public sector.
