Urgent Contract Programme Manager Flexible location/ Hybrid or Remote Must have previous Housing Sector experience Senior Programme Manager – Transformation Delivery This is a senior leadership role working alongside the Programme Director to deliver a major, high-visibility transformation programme. The work spans organisational, digital, and data-led change, with a particular focus on redesigning operating models and engaging stakeholders at all levels. The successful candidate will play a central role in driving strategy and execution across multiple, interdependent workstreams. Key Responsibilities Programme Leadership * Partner closely with the Programme Director to coordinate and oversee delivery of a complex portfolio. * Lead and manage several workstreams with differing priorities, ensuring alignment and progress against milestones. Workstream Delivery * Design and implement a future-fit operating model. * Lead organisational design initiatives, including workforce planning, redeployment, reskilling, and redundancy management. * Shape a technology strategy that underpins the programme’s transformation objectives. * Oversee foundational data initiatives to enable both agile and structured delivery. * Provide governance for the build and roll-out of a new data platform. Transformation Execution * Champion the adoption of new ways of working and ensure sustainable operating model change. * Embed automation, digitisation, and self-service tools to modernise service delivery. * Manage programme finances and governance processes to ensure funds are deployed effectively. Stakeholder Engagement * Build trusted relationships with senior stakeholders, including board-level executives. * Navigate a complex delivery environment that involves permanent staff, contractors, and external partners. * Operate confidently within public sector frameworks and policy environments. Programme Context This role sits within a major government-backed transformation shaped by recent spending reviews and legislative reform. Current initiatives include: * Affordable Housing Scheme * Affordable Housing Fund * National Housing Delivery Fund * Legislative reform to strengthen housing market operations * Creation of a National Housing Bank All initiatives must be live by 1 April next year, with the following year focused on embedding sustainable, long-term change.
