We have an exciting opportunity to contribute to the strategic planning and business management of the largest digital transformation programme within the Environment & Business directorate. The Regulatory Services Programme is responsible for delivering digital services that will transform environmental regulation.
You will lead within the Programme Management Office (PMO), providing valuable input into the financial and business management of the programme to support risk mitigation, issue resolution, and barrier removal, ensuring alignment with the business case and value for money.
We seek someone with a proven track record in managing complex financial information, collaborating effectively, and driving value for money and ongoing investment.
Key Tasks include:
* Understanding the financial and economic cases underpinning the programme’s business case and spending review bids.
* Aligning programme deliverables with strategic objectives and owning the change control process.
* Supporting the Programme Manager to ensure changes to Time, Cost, and Quality are assured, working closely with delivery teams for affordability and value.
* Managing queries from senior stakeholders and delivering regular financial and programme reports across EA, Defra, and external suppliers.
* Supporting investment and funding activities alongside the Programme Manager and Director.
* Ensuring adherence to governance and assurance standards.
* Supporting ongoing business management through whole-life cost allocations.
Team Overview:
The Digital, Innovation and Programmes team oversees the Digital Strategy across E&B, shaping digital service delivery to make it more efficient, simple, and user-friendly. You will work within a multidisciplinary team, including Defra shared services and third-party suppliers, to develop digital platforms and online services.
Experience/Skills Required:
* Experience in fast-paced, dynamic programmes.
* Proficiency with Microsoft products (Excel, SharePoint, PowerBI, etc.).
* Experience managing complex financial data.
* Understanding of financial, business planning, and budgeting processes, including charge funding, CDEL, RDEL, and inter-organizational recharges.
* Experience with business cases, approvals, and assurance routes within EA and Defra.
* Knowledge of governance around spend control and assurance processes.
* Proven ability to lead work areas, engage stakeholders, and promote innovation and best practices.
