Description Corserv Care is a Cornwall Council owned company, dedicated to improving the quality, capacity and resilience of the care market in Cornwall. This devoted organisation brings together our services: Respite & Short Breaks Service, Day Opportunities, Proper Job Employment Services, STEPS (Short Term Enablement & Planning Services), Care & Support (Homecare/long term care ), and Lifeline & Assistive Living Services. What you'll be doing The Registered Manager will lead and manage the Care and Support service across Cornwall, from the Oakland Mews Liskeard office and the Western Group Centre office in Scorrier. you will lead the team to provide a safe, caring responsive and effective service for clients in their own homes who require long term homecare, ensuring delivery of the highest care standards fully compliant with CQC statutory regulations, whilst making sure you achieve operational and quality assurance KPI’s. As the commercial arm in Corserv Care, Care & Support, this area will serve as a strategic driver for income growth through the delivery of services to private clients and engagement via Dynamic Purchasing System (DPS) referrals. This growth objective is a key performance indicator, with clear expectations that income generation will be achieved through a balanced approach - leveraging both private client and DPS contract opportunities. Following a successful retendering for Home Care by Cornwall Council in 2024, Corserv Care were successful in securing the Strategic Provider for the East of Cornwall and also support other successful Strategic Providers as an alliance members across the County. Part of this function includes the Strategic Provider of Last resort function. The postholder will work closely with the SPOLR Lead to support this function. The Registered Manager role is critical in ensuring that Care & Support services are delivered locally within a defined strategic framework and pivotal to manage change at their team level, develop and deliver consistent services under the direction of the Operational Leadership and has a key function in ensuring relationships with partner agencies and other Council services are optimised to achieve required targets and outcomes and develop local services that integrate with other service providers to meet the needs of the local community. To ensure that person centred services are developed and delivered in the most cost effective, quality conscious and resourceful manner, with a view to return a profit and establish a commercially viable operation. To ensure that the aims and management objectives of Corserv Care, Corserv Solutions Ltd, Cornwall Council and the Community Service Division are met by: taking responsibility for the designated area of operations as CQC Registered Manager, ensuring compliance to Care Quality Commission (CQC) standards, maintaining a strong performance management ethos – ensuring well led, quality interventions and service delivery to achieve the agreed outcomes in a cost effective commercially viable service. About the role Responsibilities and accountabilities To hold registration with the Care Quality Commission (CQC) as the Registered Manager for the Care & Support services. To be responsible for the effective management of the service, ensuring that the service delivered is of high quality, responsive and flexible in meeting the needs of the individual. To ensure that the service is delivered in a way which maintains the rights of people we support, along with privacy, dignity independence, choice rights, respect and fulfilment. To provide leadership support and guidance to all colleagues employed within the service To promote a culture of continuous improvement and lessons learnt within the service Take responsibility for acting on performance data and ensuring that key performance indicators and met or exceeded To implement and maintain established systems for timely collection and retrieval of a range of operational and management data Leads on recruitment and selection of staff for service areas, ensuring recruitment follows Corserv Care recruitment processes Ensure workforce development requirements are addressed within service areas via supervision and personal development reviews Identifies training and development needs across all roles, ensuring compliance with Statutory and Mandatory Training in all relevant service areas. Identify and action/delegate risk in the workplace and to be responsible for communicating to the Operational Lead any risk assessment and/or health and safety concerns. Responsible for the promotion and consistent application of Cornwall Council Adult Safeguarding Processes across Corserv Care. Co-ordinates responses to issues raised regarding adult safeguarding in conjunction with Cornwall Council policies and procedures Participate and represent, where applicable the organisation, by attending case conferences, reviews, safeguarding and other meetings as required. Responsible for the effective deployment of the Care & Support team in the community and office based colleagues, in line with CQC standards. Manage and respond to referrals to ensure they meet service level agreements and ensure they comply and meet the criteria with commissioners. Investigate complaints in line with company policies and procedures, including the analysis of lessons learnt to promote continuous improvement and enhance the standards of care. To manage, lead and implement change as required to continuously evolve and improve service provision. To have systems in place that ensure they provide a good oversight of all aspects of the service provision across a large geographical area. Ensure service user and carer engagement across service areas. Manage specific service areas within allocated budgets in line with Corserv Solutions Ltd financial requirements. Liaise with Corserv Solutions Ltd finance team regarding service area financial position ensuring any issues or anomalies are addressed Develop and lead projects regarding service development to meet identified needs of service users/patients, working in partnership with a wide and varying range of stakeholders Undertake investigations into complaints and act as investigating officer for disciplinary/grievance issues as appropriate. Undertakes internal audits as required. To be responsible for Health and Safety within own area of work The following qualifications and experience are essential: Leadership level 5 diploma, to meet the requirement of CQC Extensive experience in management position either directly related to homecare services or ability to demonstrate transferable skills and learning from other settings Experienced in setting up and developing safe and well led domiciliary care services 2 years’ experience of achieving financial growth in the private market Three years of managing regulated personal care activities and domiciliary care that are rated as Good or Outstanding. Health and/or Social Care Level 5 qualification or equivalent level of experience equivalent management qualification Management qualification at level 4 or above, Recent experience of holding Registered Manager with CQC Demonstrable and up to date knowledge of the social care sector and the social care regulatory framework Proven track record of effective management of large, disparate teams. Experience of leading a team through change to empower a team Good interpersonal skills with an understanding of how to motivate and support team members. Experience of formulating and managing a budget within targets, promoting financial discipline throughout operations You will be customer focussed and passionate about supporting and enabling people to achieve their goals. Ability to promote the service and build and maintain positive relationships with clients and key stakeholders through excellent customer service and positive communication Excellent communication skills Good IT skills and ability to learn new software. Experience of resource management Ability to use own initiative and organise workloads of self and other team members effectively Ability to work collaboratively to support the continued development and management of a fast-paced service. Driving licence, with own transport and must be willing to travel to meetings/training Our offer to you: Salary: £42,035 - £53,256 depending on experience.
