Description Costain has been appointed as Delivery Integration Partner by National Highways (NH) for delivery of the £240m improvement of the Simister Island M60/M62/M66 interchange (M60 Junction 18), north of Manchester. As Delivery Integration Partner, Costain will overhaul the busy junction involving complex traffic management to keep tens of thousands of vehicles moving whilst construction takes place. The works consist of: A new free flow ‘northern loop’ link road to take drivers directly from M60 eastbound to M60 southbound without exiting the motorway M66 mainline southbound widening and southbound slip road realignment to allow for construction of the northern loop A widened connector road from M60 northbound to M60 westbound – replacing the current single lane with two lanes Adding an extra lane in each direction on the M60 Junctions 17 to 18 (increasing from 4 to 5 lanes) while retaining the hard shoulders Upgrades to drainage, lighting, motorway technology, signage and signalling. Reporting directly to the Engineering Manager, this role is to manage temporary works for the Scheme to ensure all elements are delivered safely, to the required quality, on time and within budget, all in line with the scheme design and associated highway specifications and in compliance with the Development Consent Order requirements. The management of temporary works is a crucial function of Costain’s operations and its successful delivery is critical to health and safety at site and, therefore, the future of the business. It is essential that the TWC is suitably qualified and has the relevant experience appropriate to the complexity of the contract. This role will also be appointed as the Lead Appointed Person for Lifting on the Scheme. The role involves a mobilisation stage of 3 months before c. 3 years of construction starting in June 2026. Post-construction support for handover into operations will also be required. LI-JK1 Responsibilities Ability and independence to make engineering decisions that will not be compromised by commercial, programme or other pressures. Capable and have the knowledge and experience to assess the competence of any TW Supervisors they appoint. Ability to identify where temporary works are likely to be required on site to ensure that the temporary works register is comprehensive. The ability to demonstrate technical and practical skills such as being able to read, understand and implement drawings, sketches and specifications. Suitable previous site experience, including sufficient engineering knowledge and understanding of similar temporary works and the risks which such works will entail The ability to plan and manage the checks on temporary works and to communicate these plans confidently Have the authority, strength of character and ability to stop the work They will visit the working site on a minimum of twice a week to ensure they are fully aware of the current site conditions. They have the knowledge and experience to fully understand the assumed methods of construction and loading constraints. They are mindful of risk and have the ability and time to understand what creates hazard. That they have the ability to independently recognise their knowledge and skill limitations and the limitations of those they will be working with. They will ensure that those responsible on site receive full details and the information required to carry out the temporary works. The TWC will have also have to commit to undertake a minimum of 4 days of temporary works related CPD annually by attending the twice annual mandatory Temporary Works Community update training, and any other of the following: Completing the 2-day Costain Process Safety for Managing Operations training. Attending other technical training courses offered by Costain Learning and Development Team. Attending other suitable temporary works related CPD such as events organised by the ICE or TWf. Ensure all works are carried out in accordance with The Costain Way. Put safety above all else and lead by example. That they have the correct qualifications. It is expected that TWCs will be Civil or Structural Engineers; however, other professional qualifications are acceptable, subject to the breadth of competence of the individual and the scope of the works. For instance, where there is extensive pressure testing, a Mechanical Engineer may be an appropriate TWC. Promote a Right First-Time approach to quality and avoid rework. Manage a team of engineering staff and collaborate with other members of the project team. Manage, supervise, train and mentor the site team to enable them to optimise their work contribution. Ensure that inspection and test plans, risk assessments and method statements for the control of the works are reviewed, approved, and adhered to. Key Skills and Experience: Essential Proven experience in construction delivery and temporary works Knowledge and experience of relevant standards and procedures Experience of working within a Principal Contractor environment Knowledge and experience of Temporary Works procedures Understanding of Engineering Principles Computer competence (MS Word, Excel, Document control system) Desirable Experience in the supervision and coordination of Temporary Works on site. Qualifications Essential Hold valid SMSTS training Hold a valid CITB TWC qualification Degree or HND in Civil Engineering or allied subject or equivalent vocational training Relevant CSCS card
