We have an exciting opportunity for an experienced and knowledgeable social worker to join Devon County Council as Strategic Social Work Lead - Policy & Special Projects within Children’s Services.
This is a key role in shaping the future of Children’s Social Care in Devon by driving the development and integration of policy, guidance, and innovative projects that support our improvement journey.
About the Role
As the recognised expert for policy and practice development, you will forecast and respond to emerging national and local challenges, ensuring our Children’s Services remain aligned with legislation, best practice, and government priorities.
Working closely with senior leaders and partners, you will influence strategic decision-making and lead initiatives that make a real difference for children and families in Devon.
Key Responsibilities:
1. Lead special projects, pilots, and service implementation within Children’s Services
2. Advise on best practice, policy, and legislation
3. Manage and supervise two Independent Reviewing Officers in the Fostering Service
4. Build networks with senior officers and national partners
5. Collaborate with data teams to identify trends and shape policy
6. Represent Children’s Services at multi-agency meetings, ensuring child-centred practice
7. Support Families First Programme projects and funding decisions
8. Monitor outcomes and budgets for projects and pilots.
About you
We’re seeking an individual with a background in Children’s Social Work, who possesses a deep understanding of central and local government policies, practices, and legislative frameworks—particularly in relation to service delivery, equality, and children’s social care.
Confidently navigating complex issues, you will extract insights into clear solutions, and work collaboratively within a public sector environment to drive meaningful change.
Your skills and experience will include:
9. High level leadership and motivational skills with significant, proven experience in a leadership role, with line management responsibilities
10. Relevant experience in policy development and strategic planning processes within a multiagency context
11. Expert knowledge of issues affecting children, young people, and families
12. The ability to analyse, interpret and communicate both qualitive and quantitative information
13. Exceptional and highly developed interpersonal, written and oral presentation skills
14. Knowledge and understanding of recent research and best practice in quality assurance, child protection and safeguarding.
