About The Role
At Connect Plus Services, we manage and maintain the strategic infrastructure of the M25 motorway, one of the busiest and most complex road networks in Europe. Working in partnership with National Highways, our teams play a critical role in keeping the network safe, operational and resilient for the millions of people who rely on it every day.
We are looking for a Quality & Training Manager to join our Network Operations team. This role plays a key part in ensuring the integrity, consistency and continual improvement of access planning processes across the M25 network. Acting as the authority on booking standards and methodology, you will lead governance of planning practices, validate the correct use of systems and ensure full compliance with contractual and operational requirements.
You will also lead the delivery of structured training and refresher programmes across the organisation, maintaining competency records and embedding lessons learned into ongoing process improvements. Working closely with operational teams, you will investigate performance issues, support improvements to systems and processes, and ensure that planning and booking activities are accurate, auditable and aligned with client expectations.
What you'll be doing
In this role you will oversee the quality and governance of access planning processes across the M25 network, ensuring they are applied consistently across teams and aligned with contractual standards. You will act as the subject matter expert for booking processes and methodology, supporting teams in maintaining high standards of accuracy, compliance and operational efficiency.
You will design and deliver structured training programmes and refresher sessions to ensure all users understand the correct application of access planning systems and processes. Alongside this, you will maintain competency records and training logs to support organisational capability and assurance requirements.
The role also involves monitoring performance and investigating booking or planning issues when they arise, identifying root causes and embedding lessons learned into both training and operational processes. You will contribute to the development of business cases for system or process improvements, ensuring that proposed changes enhance efficiency, data integrity and transparency.
As a key interface between operational teams and the client, you will act as the primary point of contact for National Highways on process reviews, ensuring planning methodologies remain aligned with client expectations and industry best practice. During periods of peak demand or staff absence, you will also support operational resilience by stepping in to uphold process quality and maintain service standards.
Who we're looking for
We are looking for someone with strong experience in governance, compliance and quality assurance processes, ideally within a highways, infrastructure or operational environment. You will have excellent analytical and problem‑solving abilities, with the confidence to investigate issues, influence stakeholders and drive improvements across complex operational teams.
You should be highly IT literate and comfortable working with large volumes of data and complex systems, with the ability to present information clearly and effectively. Strong communication and organisational skills are essential, as the role requires close collaboration with teams across asset delivery, engineering, network operations and service delivery functions.
An understanding of roadspace planning or scheduling processes for works on the network would be highly beneficial, along with experience using planning systems or reporting tools. Experience with platforms such as Aconex, Business Collaborator, Power BI or GIS‑based systems would also be advantageous.

About Us
Connect Plus Services (CPS) brings together the collective strength of our parent companies - Balfour Beatty, Atkins and Egis Road Operation UK. With around 600 people, based at eight locations across the M25 network, we work on behalf of Connect Plus and National Highways to manage the operation of the M25 24 hours a day, 365 days a year, from routine maintenance to managing the whole life requirement of thousands of assets across the network.
