Overview

To be the Support Facilitator for a range of quality and governance projects and processes within the Imaging department for which the Deputy Service Line Manager is responsible for. To assist in the delivery of the existing processes and compliance requirements within the Imaging Directorate by coordinating the multi-disciplinary workforce involvement as required.

The post holder will support the Deputy Service Line Manager team in the facilitation and coordination of all aspects of Quality, Clinical Governance and Clinical Effectiveness across Imaging. This will include supporting oversight of existing processes as well as embedding good practice in line with national requirements.

Preference will be given to internal Trust staff, as well as 'Priority' and 'At Risk' status including NHS At Risk staff throughout Devon who are able to display recent relevant experience as dictated by the Person Specification.

Main duties of the job

* To provide specialist quality and governance support to the Deputy Service Line Manager (Quality and Governance), modality leads, and Imaging senior management team as required.
* To provide support in the ongoing implementation and day to day management of Imaging governance processes as directed by the Deputy Service Line Manager and support developments in response to Trust requirements and National Developments (i.e. PSIRF).
* To oversee the day-to-day management of the Quality Management system to ensure there is robust review processes in place for timely review of documentation and manage compliance mechanisms to demonstrate the department is working in line with local and trust wide policies.
* To support in maintaining oversight of key elements for the governance profile for the Imaging Service line by monitoring the following: Risks and Incidents reported on Datix; Clinical Audit Register; NICE Guidance Register; Training and Competency Matrix; Patient Feedback - PALS, Complaints, Patient Surveys.
* To provide quality, governance and administrative management support to the Imaging Quality Management Structure and associated meetings.

Job responsibilities

PRIMARY DUTIES & AREAS OF RESPONSIBILITY

* Work with the Deputy Service Line Manager (Quality and Governance) in the assessment, reporting and escalation of effective quality and governance processes within the Imaging Service Line.
* Support the delivery of governance improvement projects in the service line with oversight and support from the Deputy Service Line Manager and Service Improvement Manager.
* Develop relationships with Imaging staff at all levels to understand needs, agree objectives, develop safe processes, identify timeframes and assign ownership of tasks.
* Work to time critical deadlines; liaising with Imaging leads to identify concerns and provide resolutions within timescales.
* Produce and present complex governance and quality data to multi-disciplinary staff groups, including clinicians, service users and radiographers, and identify themes for escalation.
* Communicate and engage effectively with a wide range of staff, including clinicians, advisors, service providers and senior project leads, in relation to quality and governance processes.
* Manage the Quality Management and Document Control System (Q-Pulse) with support from the Deputy Service Line Manager; oversee documentation approvals.
* Provide training support to staff within the Service Line in the use of Q-Pulse; ensure all service line documents are reviewed and updated in a timely manner in line with UHP requirements.
* Support the Deputy Service Line Manager in delivering all CQC requirements such as inspections, self-assessments and engagement meetings.
* Manage processes for reviewing and approving risks and incidents on the Trust Datix system and escalate concerns via Trust frameworks.
* Ensure learning opportunities are identified and escalated; manage databases/spreadsheets for data analysis, compliance visibility and robust reporting (e.g., NICE Guidance and Clinical Audit Register).
* Provide support in risk assessments, risk register data and review arrangements for all risks, particularly those related to equipment and facilities.
* Work with the Deputy Service Line Manager to support regulatory requirements and governance framework; coordinate FOI requests and respond to PALS inquiries; assist in investigations of formal complaints.
* Act as nominated records lead within the service line; contribute ideas to development and delivery of improvement projects; maintain relationships with modalities and external agencies to support continuous improvement.

Person Specification

Knowledge and Experience Essential

* Previous demonstrable experience in a healthcare setting in an administrative or clinical role.
* Provide interpretative skills with data analysis and presentation for governance management and performance metrics, including incident evaluation.
* Demonstrable experience in working directly with clinicians, managers, staff & contractors on a variety of matters

Desirable

* Demonstrable experience with clinical systems such as IPM and CRIS
* Governance and quality management systems such as Q-Pulse and Datix
* Experience in improvement/change management methodologies

Qualifications

Essential

* Hold a relevant higher education qualification (Business Management, Administration, etc) or equivalent experience, with a minimum of 3 years managing quality and governance processes

Desirable

* Additional qualification in business administration, people management or equivalent
* IT qualifications equivalent to ECDL or NVQ, and familiarity with Microsoft Office

Aptitude and Abilities

* Good communication skills to lead/support management of projects; ability to handle difficult conversations professionally; capacity to convey complex information to multi-disciplinary staff/meetings.
