Job description
The role is to deliver Street Works Inspection duties for activities carried out by statutory undertakers on the Council’s highways network. The duties must be performed in relation to the industry standards & regulations, statutory guidance, and codes of practice. This is necessary to ensure compliance of Street Works activities for better management of the Council’s asset. Where necessary, the person must take actions to coordinate and (or) and apply penalties to enforce these controls.
Key Responsibilities
i. Inspect, report on and take remedial action on any reported network issues, as instructed or notified by the Streetworks Coordinator.
ii. Arrange meetings with works promoters, or their contractors, to discuss planning or actions required by Council.
iii. Support the coordination process through dialogue or meetings, on-site if required, with a works promoter to discuss and agree on any actions or controls for the works.
iv. Collect evidence to support the application of any action and associated sanction, as a result of inspections.
v. Investigate, report and follow up remedial action on any damage to highway infrastructure caused by contractors during their work. Liaise with the Streetworks Coordinator to apply the relevant notifications to works promoter for their required action.
vi. Undertake routine sample inspections (NRSWA Category A, B &C) of works carried out by utility (Streetworks) and Highways (roadworks).
vii. Monitor works promoter compliance with NRSWA (Sections 59, 65, 67, 71, 72, 74, and 81), Permit Scheme (Sections 19, 20), and initiate any action when an instance of non-compliance is found.
viii. Proactively inspect and monitor other utility excavations and reinstatements, including NRSWA Section 50 private openings, to ensure that specifications detailed in NRSWA are adhered to.
ix. Liaise with the Streetworks Coordinators to initiate an action following a site inspection, either because of the works promoter actions or network demands, at the Council’s request.
x. Support the Streetworks Coordinator in the review and approval of traffic management applications and plans.
xi. Support the Technical Support Officer in the reconciliation and payment of TMA/NRSWA fees and charges resulting from inspections.
xii. Support with the co-ordination of works, processing of permits, licenses, consents and permission of activities undertaken in the highway under statutory provisions of the Highways Act in order to minimise disruption, congestion and pollution in accordance with duties under the Traffic Management Act.
xiii. Ensure that Health and Safety legislation is adhered to by those undertaking works.
xiv. Ensure that the “Safety at Street Works and Road Works” code of practice (red book) is adhered to by those undertaking works.
Experience : 1 or more years of experience of Streetworks inspections
Essential Skills
i. Full (LA, S1 - S5, S7) and up-to-date Streetworks accreditation (valid NRSWA Supervisor card) is a mandatory requirement.
ii. Knowledge of NRSWA, TMA, Codes of Practice, SROH, Chapter 8 – highways working, Permit Scheme for Streetworks etc.
iii. Experience in using EToN systems and mobile applications related to recording and processing Inspections data.
iv. Experience in using MS Office applications.
v. Written and oral communication skills (in the English language).
vi. xsngvjr Valid and clean UK driving license.
