Northern Ireland Policing Board require a Deputy Principal Accountant to join their finance team and assume the position of Finance Manager. The Policing Board is one of the most important public bodies in Northern Ireland, and they are at the heart of accountability for one of the most important public services in Northern Ireland. Reporting to the Senior Director of Resources, the Finance Manager will be responsible for the management and control of the Finance Branch, which has responsibility for the operation and management of integrated computerised accounting systems. This will also include, preparation of monthly management accounts, and annual financial statements, cash management, budget preparation and the monitoring of PSNI finances. To be considered for this role it is essential to be a Fully Qualified Accountant with membership of one of the professional bodies, along with having 2 years post qualified experience. Full job description/application pack available on request About you Have successfully completed the professional examinations and be a full, current member of one of the following bodies: The Institute of Chartered Accountants in Ireland The Institute of Chartered Accountants in Scotland The Institute of Chartered Accountants in England & Wales The Chartered Institute of Management Accountants The Association of Chartered Certified Accountants The Chartered Institute of Public Finance and Accountancy The Institute of Certified Public Accountants in Ireland Applicants must have at least 2 years post qualification practical experience*, gained within the last 5 years in the following categories:- Preparing or auditing complete resource and/or accrual accounts; and Preparing, managing and monitoring annual budgets and the allocation of resources. *Post qualification experience will be deemed to have commenced from the date on which candidates are admitted to full membership of one of the professional bodies referred to at 1(or an equivalent body), having fully satisfied all the criteria for membership. Applicants will be required to confirm they have access to a form of transport which permits them to meet the requirements of this post in full. What you'll do Undertake the Boards comprehensive responsibilities relating to the monitoring of PSNI finances, including statutory submissions, liaison with the NIO and PSNI, and reporting to the Board Provide high quality, reliable, accurate and timely financial information to the Board. Assist with the Board's financial planning processes. Ensure the principles of resource accounting and budgeting are embedded within the Board's financial and management systems and accounts. Develop and implement financial systems to support financial management and reporting processes. Provide advice, guidance and direction on the implications of resource accounting and budgeting for the management of budgets, the in-year monitoring of expenditure, and the preparation of Estimates and Resource Accounts. Develop management accounting and financial performance reporting for the Board. Establish and maintain close and effective working relationships with a range of organisations including other government departments and agencies, audit functions etc. Maintain an up to date and comprehensive understanding of current public expenditure planning, monitoring, control and accountability systems. Lead and effectively manage the staff within Finance Branch. Manage the resources of Finance Branch.
