The Opportunity
This is a high-profile for an inspirational individual with passion, resilience and technical competence to lead RFLPS’s capital planning function and delivery team. As the Director of Capital Planning and Delivery, you will be accountable for delivering an agreed capital investment programme in support of RFL Group’s overall capital development strategy and estate masterplan.
You will provide the technical expertise and strategic direction for a portfolio of complex, high value capital schemes, ensuring they deliver maximum value and benefits for our customers and stakeholders in a complex and financially constrained environment.
Key Responsibilities
Reporting directly to the Managing Director and as a key member of the RFLPS Executive Team, you will be accountable for:
* Strategic Leadership and Governance: Establishing and supporting appropriate and robust governance structures for the end-to-end oversight and assurance of all capital programmes along with the planning delivery and commissioning of large number of complex and high value capital schemes.
* Programme Delivery: Acting as the RFLPS strategic lead for planning and executing commissioned investment initiatives, ensuring they deliver on time, on budget and value for money and benefits to our customers and stakeholders.
* Team Leadership: Provide strong, visible leadership to the capital project management team, fostering a culture of excellence, accountability, collaboration and high performance.
* Business Case Development: Leading the project team in the development and drafting of compelling investment business cases in strict compliance with the Capital Investment Manual and national guidance (e.g. Green Book, Capital Accounting Manual).
* Capital Planning: Setting and agreeing the annually prioritised RFL Group capital investment programme, utilising RFLPS’s algorithm methodology.
The Ideal Candidate
To excel in this role, you will need:
* Education: A Master’s degree in relevant discipline or equivalent experience.
* Professional Qualification: Chartered Engineer or chartered member of a relevant institution such as CIOB, IHEEM, IET, IMechE CIBSE etc.
* Experience: Comprehensive knowledge and experience in the application of Governance Capital Investment Manual procedures, green book and Capital Accounting Manual procedures; Significant experience of strategic and operational stages of project delivery.
* Leadership: A highly visible and inspired leader with a proven track record in managing multi-disciplinary estate strategy, construction and project management.
* Strategic Acumen: Demonstrable experience in developing and successfully implementing multi-year capital plans.
* Analytical Skills: Ability to undertake sophisticated financial and qualitative analysis to inform decision-making.
