Senior Monitoring Surveyor - Birmingham (Midlands)

Salary: Competitive, Car Allowance. Hybrid Working. TSA Riley is seeking to hire a Senior Monitoring Surveyor to join our Independent Monitoring Services (IMS) team and take responsibility for fund monitoring duties with multiple client developments within the Midlands and East Anglia region.

Hybrid working is standard practice and you will be given the autonomy to fulfil your role and manage your time between the office, home and site as required.

Your primary responsibility will be to monitor the commercial (financial) position of construction projects and ensure that they are effectively controlled and accurately reported. This will require you to advise on project feasibility and report on all aspects of due diligence in a professional and commercially astute manner.

To fulfil this role, candidates will be required to be full professional members to the Royal Institute of Chartered Surveyors (RICS) or have made significant progress with their APC diary and due to sit their assessment before the end of the year.

This is a client-facing role with significant stakeholder engagement. Building strong relationships will be key to success, and we are seeking candidates who are confident, personable and capable of interpreting and presenting data related to project delivery.


Key responsibilities

* Ensure the Client receives due diligence advice in line with the terms of appointment.
* Attend site meetings with Clients / Developers as required.
* Provide day-to-day monitoring of projects from initial queries and reporting through to final draw down / report.
* Prepare Monitoring Reports to ensure all aspects of the project are reviewed with any risks highlighted to Clients, including initial due diligence and monthly draw down reports.
* Review contract documents for suitability and completeness.
* Review the Legal Report on Title and the Valuation Report advising of conflicts or matters affecting the Monitoring Surveyor Initial report.
* Review and comment on all Approvals and Consents (including Planning, Highways, Building Control, New Build Warranty, Party Wall, Right of Light).
* Measure approximate quantities of building elements (e.g., GIFA) using measurement software to provide an estimate for initial reporting purposes.
* Provide advice on contractors, procurement routes, cost and programme solutions.
* Review building, contractor and consultant insurances for adequacy and monitor renewals.
* Review reports and surveys and identify outstanding requirements.
* Report on target EPC rating and any design changes affecting it.
* Report any Cost / Programme Variations, conflicts of interest or other matters to the client promptly.
* Manage internal resources to provide a full range of monitoring surveying functions from inception to completion.
* Understand and ensure compliance with Health & Safety regulations throughout the project lifecycle.
* Keep up to date with industry standards and best practice, and pursue self-development opportunities.
* Comply with QA procedures to reduce potential commercial risk to the business.


Qualifications and experience

* Degree or equivalent in Quantity Surveying and/or Project Management, or similar relevant subject.
* Full membership to the Royal Institute of Chartered Surveyors (MRICS) or progress towards APC with assessment by year-end.
* Prior experience carrying out the Monitoring role on behalf of funders is desirable.
* Ability to work with junior team members and assist in their development, including checking and signing off on their work.
* Ability to support negotiations with other involved parties.
* Full driving license is essential.
* Ability to use cost data sources such as BCIS, in-house databases, and other external sources.
* Basic understanding of different procurement types and construction law and standard forms of building contracts.
* Proficiency in IT including Excel; detailed understanding of construction technology.
* Knowledge of Cost X or similar measurement tools is advantageous.
* Acts with the best interests of the business and demonstrates customer care; highly numerate and literate.
