Job Summary
The Ministry of Defence employs over 50,000 Civil Servants. Within that, the Army Top Level Budget (TLB) employs over 12,000 MOD Civil Servants located at over 300 locations. Ours is a diverse workforce, with roles ranging from trainers, human resources, teachers, and psychologists to storekeepers, financiers, project and programme managers, and policy secretariat staff. There are many different functions and professions delivering key outputs for the Army.
The Personnel Services Group mission is to direct, uphold and assure professional behaviours throughout the employee lifecycle.
You will be joining the Service Law Warning & Sanction Assurance team, part of the Personnel Services Branch. As Administrative Action Officer, you will be responsible for the delivery of the Army’s 3rd line of defence assurance of Army General Administrative Instruction (AGAI) 67 Major Administrative Action (MAA) casework; scrutinising all casefiles and Civilian Court convictions, to ensure policy and process has been followed.
This position is advertised at 37 hours per week. You will be required to work on a hybrid basis at Army HQ meaning 3 days per week in office (60%) in line with changing priorities.
Job Description
This is an exciting opportunity for a motivated and excellent communicator to join a collaborative team and be involved in overseeing and assuring discipline activity for the Army. You will be responsible for ensuring the Army are, and have, compliantly delivered Major Administrative Action (MAA) casework in line with its policy, against Army Service Personnel. Where this has not been the case, engagement with the unit and formation to rectify will follow.
The role involves working in a dynamic and fast-paced environment, handling a variety of multifaceted tasks and dealing with conflicting priorities.
Key Responsibilities:
* To provide assurance of all Army General Administrative Instruction 67 Major Administrative Action cases. This means ensuring sanctions applied to Army Service Personnel have been actioned in accordance with policy.
* Review case files and where inaccuracies are identified, working with both units and formations to direct corrective actions.
* Ensure that service personnel are dealt with compliantly and reduce the risk of successful challenge. Where cases appear lenient or excessive, highlighting these to the relevant line manager.
* To manage the Civil Discipline Entry process on the Defence Joint Personnel Administration System (JPA), making sure that the detail of civil court convictions for Army personnel have been accurately recorded, in accordance with the Rehabilitation of Offenders Act (ROA). This ensures that the Army may only utilise a conviction against a service person whilst the conviction remains unspent.
* Responsible for assuring all JPA ‘Warning & Sanction’ Service Requests ensuring the detail captured and recorded is accurate and relevant outcomes, including the ROA date has been correctly recorded. Subsequently checking that the information contained within the casefile corresponds with the information recorded on the system.
* Provide JPA procedural advice to unit discipline staffs and the chain of command.
* Manage the 'File for Archive' and 'Warning and Sanction Assurance Check and Closure' Workflows to ensure that units have correctly complied with Army policy and legislation when concluding or closing cases.
* Manage the archiving of all MAA and Court Martial Casefiles ensuring the correct and timely recording of all items and manage the retrieval of documents as required from the external archive organisation.
* Provide cover in the absence of the Executive Officer Court Martial/Admin Action, on the receipt and subsequent notification of all Courts Martial results to the respective unit, providing direction to the unit on activity required to close cases.
* Assist the line manager in delivering presentations to a number of discipline focused courses, and other adhoc presentations as requested.
* Support the line manager in the implementation of tools to improve the Admin Action process and reduce delay.

Essential Skills:
* Able to deal with sensitive matters and uphold Data Protection at all times.
* Confident in the use of Microsoft Outlook, Excel, Word etc.
* Experience of managing a range of conflicting and demanding priorities.
* Excellent communication skills both verbal and written.
* Highly motivated and strong organisational skills.
* Additional training and the chance to build relevant experience are part of the job but we do require a motivated self-starter with a desire to learn.
Desirable Skills:
* Experience or working knowledge of the Military environment.
