We employ around 1,800 staff who work alongside our partners and communities to deliver the city vision and improve lives. Working for Southend-on-Sea City Council offers a challenging and rewarding career in local government within a collaborative and innovative environment, with flexible working practices to support work-life balance. As a Unitary Authority, we handle all local government functions, including social services, transport, public health, parks, planning, trading standards, community safety, and education, offering diverse career opportunities. Our economy's diversity and ongoing regeneration projects make our Council a great place to work, learn, and make a difference.
Your new role
Are you a passionate public health leader with expertise in safeguarding and a commitment to improving outcomes for children, young people, and families? We seek a dynamic and experienced Head of Children, Young People and Families Public Health Services and Safeguarding to lead strategic improvements and critical services supporting vulnerable communities. This full-time, permanent role offers hybrid and flexible working arrangements (negotiable). The successful candidate will provide senior clinical leadership, safeguarding oversight, and supervision for the Health Visiting and School Nursing Public Health Clinical Workforce within the Public Health department. You will set strategic direction, lead professionally and operationally, and act as a senior safeguarding advisor. The role reports to the Director of Public Health and involves leading reviews such as IMRs, CSPRs, DHRs, and SARs, ensuring lessons learned are implemented.
You will ensure safeguarding services comply with Section 11 of the Children’s Act 2004, protecting children's welfare.
What you'll need to succeed
Candidates must have senior leadership experience in clinical public health, safeguarding, or related fields, with Level 4 safeguarding experience at a strategic level. Knowledge of safeguarding processes (MARAC/JDATT/MASH), national safeguarding policies, and legislation such as the Children Acts (1989, 2004) and the Care Act (2014) is essential. Excellent communication and influencing skills are vital for stakeholder engagement. Proven experience leading complex public health programs with measurable improvements is required. Candidates should be registered as a Specialist Community Public Health Nurse (or equivalent) on the third part of the Nursing and Midwifery Register.
What you'll get in return
Benefits include 25 days of annual leave, flexible working, and extensive training and development opportunities. The council supports your growth with appropriate training, and the NHS Pensions scheme is available. A full benefits list is available on the 'Why Work For Us?' tab.
