Location: Chorley (Parkway 2, Buckshaw Village) with blended working across the North of England

The Role
We are seeking an exceptional Head of Service – Social Inclusion to lead our growing and innovative services supporting children, young people, adults, and families facing multiple and complex challenges. You will play a key role in shaping and driving the strategic direction of our TESS (Targeted Education Support Services) team, managing diverse programmes across criminal justice, education, health, and community support.
You will:
Provide leadership and line management across multidisciplinary teams
Develop and deliver high-quality, person-centred services
Foster partnerships with local authorities, commissioners, police, and health services
Lead on service development, tendering, and income generation
Ensure effective quality assurance, safeguarding, and performance reporting
What We’re Looking For
You are a highly motivated and experienced manager with a strong background in social inclusion, youth/community services, or criminal justice. You’ll be strategic yet hands-on, with a track record in:
Leading services for vulnerable children and adults
Budget and performance management
Service innovation and income generation
Partnership development and cross-sector collaboration
Degree-level qualification or equivalent in a relevant field (e.g., Youth & Community, Criminal Justice, Education, Health, Business Development)
Experience of supervising and appraising staff
Knowledge of safeguarding and relevant legislation
Flexibility to travel and work evenings/weekends as required
Experience in criminal justice environments
Knowledge of commissioning and tendering processes
Understanding of PACE Code C and the needs of custody environments
