Job summary
Devonport Naval Base is the largest Naval Base in Europe. It is a 650-acre site with 15,000 acres of waterspace, employing 12,000 people on site. The Base focuses on delivering timely deep maintenance to the UK’s submarine fleet and is the operating home base for frigates, amphibious ships, and Royal Marines. Devonport Naval Base supports operations worldwide, providing ships, submarines, personnel, and equipment to meet the UK’s defense commitments. The position is advertised at 37 hours per week, with a minimum of 3 days in the office.
Job Description
* Support Resource Manager Infrastructure in managing naval base financial arrangements related to Infrastructure.
* Manage in-year infrastructure resources for MoD and Babcock Estates.
* Act as Finance Business Partner, working closely with MoD Commercial and Technical staff to place contracts.
* Review project progress against milestones and overall project delivery.
* Forecast and report on the Infrastructure Programme, including monthly forecasts and financial risk assessments.
* Authorize billing, post journals, reconcile accounts, and conduct variance analysis.
* Support financial planning, including the 10-year cycle (Annual Budgetary Cycle).
* Assist in decision-making and financial assurance, including business cases.
* Perform financial scrutiny of expenditure proposals to ensure value for money.
Person Specification
* Strong background in finance with confident interpersonal skills.
* Proficiency in Microsoft Excel.
* Qualification: AAT Level 3 or relevant experience.

* Knowledge of MOD Financial Procedures.
* Intermediate Financial Skills Certificate (within 6 months).
