Job Description ​ Children and Young Person’s Substance Use Worker Reports to: Team Leader / Alliance Manager Salary / Grade: £25,430 per annum Location: Y Lanfa, St Clair Court, West Bute Street CF10 5EN ​ Outreach, and home visits / co-location with other social care partners will be expected. Hours: Full time, 37 hours per week Contract: Permanent, in line with funding ​ Background to Service: Cardiff and Vale Drug and Alcohol Service (CAVDAS) is an Alliance of Barod, Recovery Cymru and Kaleidoscope Project with strategic partners G4S and Pobl. CAVDAS Alliance has been commissioned by the Cardiff and Vale Substance Misuse Area Planning board. CAVDAS services will deliver specialist support and interventions across Youth Justice Services, Multi-Disciplinary Team (MDT) Cardiff Council Housing Services, Counselling, Recovery and Aftercare, Volunteering and Service User Involvement, Rapid Access Prescribing (RAPS), structured interventions, peer support and mutual aid, Harm Reduction and Work Force Development. CAVDAS will deliver an integrated young person’s, adults and family and carer information, advice, interventions, and support service. CAVDAS will work across Cardiff and Vale Health and Social Care partners, and forums to co-produce services delivering outcomes in the way that people want. We are looking to build a new culture providing one system for Cardiff and Vale and a unified, innovative and flexible delivery model. Purpose of the role: To provide face to face therapeutic intervention and support to young people seeking help to tackle their drug and alcohol use, using the range of models and methods that have been agreed for use within CAVDAS. The successful applicant will deliver services in line with Welsh Government Treatment Frameworks, NICE guidance (National Institute for Health and Clinical Excellence), and other relevant professional standards and legislation. CAVDAS staff are expected to follow Operational Policies and Standard Operating Procedures (SOPs), ensuring that the care and treatment provided is safe, undertaken to a high standard and informed by up-to-date, evidence-based practice. The post holder should enjoy face-to-face contact with young people who have recognised that their use of substances has become problematic. They will have excellent communication skills, be able to work as part of a multidisciplinary team within the Youth Justice Service, across agency cultures including those within statutory, private and voluntary sector partnerships. The post holder must be flexible and efficient within small locality teams, to ensure services are delivered equitably and with the service user at the heart of delivery. They will have a non-judgmental approach to people who have recognised that their use has become problematic and be able to provide a welcoming and accessible service to existing and potential service users. Individual supervision will be provided in line with Alliance partner organisational policy. Additional clinical support will be provided via peer supervision and review groups. Specific training will be available for the development of service provision in line with Continued Professional Development. ​ Key Duties and Responsibilities To provide face to face therapeutic intervention and support to young people seeking help to tackle their drug and alcohol use, using the range of models and methods that have been agreed for use within CAVDAS To conduct triage, risk, and comprehensive assessments in order to assess individual needs, identify goals, prepare a support package and to review the programme and outcomes on a regular basis To provide crisis intervention where necessary and appropriate To assist in the development and delivery of CAVDAS training, group-work and structured interventions To signpost young people on to other relevant agencies To empower individuals and enable them to help themselves through informed choice and decision making To ensure access to and maintenance of appropriate support networks and services for young people To maintain appropriate written service user records and case notes To actively support young people to stay engaged with the CAVDAS To monitor and review young people’s progress using ORS/SRS To ensure consultation and participation with young people in all aspects of service delivery To stay up to date with all issues. Policies and best practice guidelines regarding substance use and with youth work To work with young people in a manner that is Educative, Empowering, Expressive and Participative To foster strong working links with universal services, including local statutory agencies and community groups. To accept and assess referrals from all identified sources To liaise with referring agencies regarding individual assessments and needs and progress To access other necessary services and resources identified in conjunction with individual service user, through referral, negotiation, and advocacy where appropriate To provide training, advice and information on the service, screening, and referral and on substance use related issues to Tier 1 and Tier 2 services across Cardiff and The Vale of Glamorgan. To maintain a positive profile of CAVDAS and the service provided through appropriate networking, liaison and multi-agency working and to work in a manner which complements and dovetails with existing statutory and voluntary sector provision. To provide accurate information and answer queries on issues about substance/alcohol use To deliver talks, workshops, presentations, provide training where appropriate To organise displays, exhibitions and participate in community, agency led events where appropriate To disseminate CAVDAS and other leaflets, posters, factsheets, and other literature as appropriate To adhere to all CAVDAS policies and procedures. To ensure the undertaking of appropriate monitoring, review, and evaluation procedures To co-operate with requests from CAVDAS management and administration To take up CAVDAS arrangements for support and supervision and participate in all relevant internal meetings To undertake other reasonable duties as requested, but which may not be specified within the job description ​ ​ Professional Development Maintain and develop personal expertise and knowledge by reading, networking and further training in order to develop professional competence and to contribute to the development of competence within the team. Help with the induction and orientation of new staff, volunteers and students Ensure professional development by seeking regular supervision and annual appraisals. Effectively manage own time and prioritise workload, maintaining own administration and accurate personal records regarding travel, diary appointments, TOIL, and expenses incurred. ​ ​ Service Development Support the continued delivery of a high-quality service in line with the service specification and regional delivery plans. Contribute to the delivery of internal teaching and training programmes Work collaboratively with colleagues to further develop the service ​ ​ The post holder will be expected to work in line with the Social Services and Well Being (Wales Act) 2014, and the Violence Against Women Domestic Abuse and Sexual Violence (Wales) Act 2015 to ensure safeguarding of individuals (adult and children) is at the heart of service delivery. A good understanding of confidentiality and information sharing legislation is required with the confidence to act professionally and seek guidance and support from line management and colleagues where appropriate. ​ ​ Vision and Values The post holder will be expected to adhere to and embody Alliance values of TRUST, EXPERIENCE, INNOVATION, CANDOUR, COLLABORATION AND CO-PRODUCTION in their day-to-day activities working towards the Alliance outcome framework and as part of a wider team. “The Whole is greater than the sum of its parts” ​ ​ This post has been identified as requiring evidence of BBV immunisation status to carry out the role effectively. The role may require the post hold to undertake Dry Blood Spot Testing/ Substance Use Testing/ Working in Needle Exchange or is a clinical role and therefore CAVDAS wishes to ensure that staff are not at risk of infection or transmission of a disease that may affect their own or patient safety. Staff will therefore need to evidence their immunisation history, exemption, or non-responder ​ on commencement of employment or at routine intervals at the request of the Alliance. ​ ​ ​ PERSON SPECIFICATION: Ideally all these requirements must be met by the candidate on appointment. However, in certain circumstances a candidate may be appointed who does not meet a particular requirement. This is providing that the shortfall can be made goo in a reasonable time, and the candidate brings other skills, knowledge or experience which are valuable to the role and the Organisation. Essential Desirable Qualifications and training At least 12 months experience of working with young people Experience of liaison and networking with a cross section of agencies and individuals. Awareness of other services available to substance/alcohol users. ​ Relevant qualifications Knowledge of the local areas and communities Experience of delivering training and/or groupwork ​ Role-related knowledge, skills & experience/ Assessment, & support skills. ​ Ability to relate to young people and their families ​ Good written and verbal communication skills. ​ Good interpersonal skills. ​ Good time management/ organisational/ administrative skills. ​ The ability to drive and access to personal mode of transport ​ Understanding of the issues and problems affecting young people Experience of working within the field of substance/alcohol use Awareness of other services available to substance/alcohol users Interpersonal skills Commitment to working in a non-judgemental, anti-discriminatory and flexible way, within a harm reduction framework. Dynamic, enthusiastic, self-motivated and flexible. Ability to work under pressure. The ability to work autonomously - within the bounds of accountability to the CAVDAS Alliance Manager and immediate Line Manager The ability to establish rapport and relationships of trust with individuals from all backgrounds. The ability to work within professional boundaries. Welsh Speaker ​ You will need to provide evidence of your COVID-19 vaccination status; we strongly advise that both vaccinations, plus any booster vaccinations are received (unless you have reasonable grounds, e.g. you are medically exempt).
