Role Overview
Albany Beck is growing it's Change & Transformation Practice and are looking to hire an experienced Programme Manager to not only become an integral part of that Practice, but to work on an immediate deployment opportunity onsite with one of our largest London Markets Insurers, based in the City of London. The Programme Manager will lead the design and implementation of a Target Operating Model (TOM) within a London Market insurance environment. This role will focus on building a scalable, service-oriented operating model to support a growing platform-based business. The successful candidate will be responsible for end-to-end programme delivery, from shaping the operating model through to implementation and embedding across the organisation. The role requires a strong blend of strategic operating model expertise and delivery leadership, with the ability to operate effectively in a complex, regulated Lloyd's market environment.
Key Responsibilities
Lead the end-to-end design and implementation of a scalable Target Operating Model
Define a service-oriented delivery model, including:
* Organisational design
* Roles and responsibilities
* Process frameworks
* Governance structures
* Supporting technology landscape
Ensure alignment across business, operations, risk, and technology functions
Develop and manage a phased programme roadmap, aligned to key delivery milestones
Drive delivery across multiple workstreams, ensuring coordination and momentum
Maintain focus on achieving successful implementation and business adoption
Establish and manage programme governance frameworks, including:
* Status reporting
* RAID management
* Decision-making structures
Ensure delivery aligns with regulatory expectations and control frameworks
Provide regular, structured updates to senior leadership and stakeholders
Engage and influence stakeholders across:
* Underwriting
* Finance
* Risk
* Operations
* Technology
Facilitate decision-making across complex and competing priorities
Build strong relationships and drive alignment at senior levels
Oversee the implementation and embedding of the operating model
Ensure changes are fully integrated into business processes and ways of working
Support organisational readiness, adoption, and transition to business-as-usual
Key Skills & Experience
* Proven experience delivering Target Operating Model design and implementation programmes
* Strong experience within Insurance or Financial Services, ideally within the London Market
* Solid understanding of Lloyd's market structures and operating environment
* Experience working within platform-based or service provider operating models
* Demonstrated ability to lead complex, cross-functional programmes
* Strong experience establishing and managing programme governance frameworks
* Ability to operate at both strategic and delivery levels
