Job Introduction


About the Role

Operose Health is seeking an experienced and strategic Head of Business Development to lead our growth agenda across primary, urgent and integrated care services.

Reporting to the Business Development Director, this senior leadership role will be responsible for driving the development, positioning and delivery of new business opportunities across the organisation.

The successful candidate will lead complex NHS procurement processes, strengthen relationships with commissioners and system partners, and ensure Operose Health continues to deliver high-quality, innovative services that improve patient outcomes.

This role plays a critical part in shaping and delivering Operose Health's long-term growth strategy, ensuring opportunities are operationally deliverable, financially viable and aligned with system priorities.


Key Responsibilities


Strategic Business Development

* Lead the identification, development and delivery of new business opportunities across primary care, urgent care and integrated care services.
* Develop and execute business development strategies aligned to organisational growth objectives.
* Identify emerging market opportunities and shape service propositions that meet commissioner and system needs.
* Support the development of a three-year business growth plan alongside the Business Development Director and Executive Team.


Bid Leadership and Tendering

* Lead complex NHS procurement processes and competitive tenders.
* Develop compelling bid strategies, win themes and high-quality submissions.
* Oversee bid programme management and ensure best practice bid methodology across the organisation.
* Lead commissioner presentations, bidder interviews and engagement events.
* Maximise opportunities within the Provider Selection Regime (PSR), including identifying routes to direct award where appropriate.


Stakeholder Engagement

* Build strong relationships with commissioners, Integrated Care Boards (ICBs), and system partners.
* Represent Operose Health externally, promoting innovative delivery models and partnership opportunities.
* Work closely with operational leaders and clinical teams to ensure new service models are deliverable and scalable.


Leadership and Team Development

* Lead and develop the Business Development team, including Business Development Managers and Bid Writers.
* Embed consistent bid quality standards and strengthen internal capability.
* Support operational teams to develop commercial awareness and contribute to growth opportunities.
* Act as deputy to the Business Development Director when required.


About You

We are looking for a strategic, credible leader with a proven track record in NHS business development and procurement.


Essential

* Significant experience in NHS business development and competitive tendering.
* Demonstrable success in leading and winning complex healthcare procurements.
* Strong understanding of primary care, urgent care and integrated care services.
* Excellent knowledge of the NHS commissioning landscape and procurement frameworks, including PSR.
* Exceptional written and verbal communication skills, including producing high-quality bid responses and delivering commissioner presentations.
* Experience leading multidisciplinary teams and influencing senior stakeholders.


Desirable

* Postgraduate qualification such as MBA or relevant equivalent experience.
* Experience in service redesign, transformation programmes or healthcare innovation.
* Experience of financial modelling and commercial evaluation of healthcare opportunities.
