Job Introduction Internal Landmarc Applications Only - Head Of Programme Delivery About The Role We are inviting applications for the position of Head of Programme Delivery, a pivotal leadership role responsible for the successful, end‑to‑end delivery of Landmarc’s Billable Works Programme. This is a fantastic opportunity for an experienced leader to drive excellence, strengthen our delivery capability, and shape how we work across a complex and high‑profile portfolio. Acting as Landmarc’s subject matter expert for project management, the postholder will lead governance, assurance, and performance frameworks that ensure our projects deliver safely, compliantly and in full alignment with DIO, MOD and wider stakeholder requirements. You will set the standard for programme delivery across the organisation, embedding best practice, improving consistency, and coaching our teams to deliver high-quality outcomes across the Defence Training Estate. Key Responsibilities Programme & Project Delivery Lead the successful delivery of the Billable Works Programme and ensure accurate, timely reporting to the customer and senior stakeholders. Own the business project assurance function, including Gateway Reviews and other contractual assurance activities. Champion project management excellence and consistent best practice across regional Programme Delivery Teams. Line manage the CSO Programme Delivery Team, including Senior Programme Managers, Senior Project Managers, the CDE Manager and Project Management Coordinators. Oversee departmental budgets, forecasts, and cashflows, ensuring robust financial control and value for money. Ensure all projects meet safety, environmental and quality requirements aligned with MOD and statutory standards. Stakeholder & Interface Management Act as a key interface between DIO, supply chain partners, and Landmarc regional teams. Support customer engagement through formal reporting, gateway reviews and programme‑level meetings. Communicate clearly at senior levels, ensuring shared understanding, expectation alignment and timely escalation of risks or issues. Build and maintain strong working relationships across Defence and industry partners. Project Assurance & Governance Contribute to the Project Assurance Team, ensuring consistency, compliance, and high‑quality oversight. Support assurance reviews with independent insight into risk, performance, and delivery health. Improve and embed Landmarc’s project management tools, templates, policies and ways of working. Coach project and programme colleagues to build organisational capability and maturity. Financial & Commercial Management Ensure estimates, tender documents and contract awards align with commercial strategy and procurement policy. Oversee transparent and auditable change control processes. Support commercial negotiations to secure best value and balance risk appropriately. Maintain accurate reporting of project finances, forecasts and key performance indicators. Risk & Performance Management Maintain programme‑level risk registers and ensure proactive mitigation. Oversee timely production of departmental performance measures. Monitor programme delivery performance across the estate and recommend interventions where required. Essential Knowledge, Skills & Experience Degree in Construction, Engineering, Project Management or related field. Level 4 qualification in Project Management (APM, PRINCE2 or equivalent). Membership of a relevant professional body (MAPM, MRICS, MCIOB or equivalent). Proven track record of delivering multi‑site construction or infrastructure projects in complex, regulated environments. Strong commercial acumen and understanding of NEC or JCT forms of contract. Excellent communication and stakeholder management skills. Experience in project assurance, governance, and performance reporting. Financial management capability (forecasting, cost control, budgets). Leadership and mentoring experience within a project management structure. Solid understanding of CDM Regulations, health & safety and MOD construction standards. Desirable Experience working within the Defence Training Estate or similar framework. Familiarity with JSPs, Defence Standards and associated governance.
