Responsibilities
* Provide senior leadership, direction and facilitation for the implementation of the Edinburgh Primary Care Improvement Plan and the transformation of Primary Care services, working strategically and collaboratively across Edinburgh, the Lothians and other HSCPs.
* Direct the strategic planning of investment in Primary Care services to ensure coherent service development and redesign. Ensure new contract services meet the needs of Edinburgh residents and align with statutory requirements, national and local strategic objectives. Emphasise awareness of the GMS contract and the related financial and human resource considerations.
* Lead, manage and coordinate multi-strand workstreams required for large and complex transformational change programmes in a dynamic, political environment, in collaboration with a range of partners.
* Provide reporting and detailed variance analysis, developing Primary Care improvements recommendations and options for governance structures (e.g., Leadership and Resources Group, NHS Lothian GP Sub-Committee, NHSL GMS Oversight Group, Health and Social Care Partnership Senior Leadership Teams, NHS Board, Edinburgh Integrated Joint Board and Scottish Government).
* Ensure PVG Scheme membership is in place or completed as required, and comply with any changes to criminal records checks as advised by Hiring Manager or Recruitment Team.
Qualifications and Requirements
* Experience in senior leadership and transformation programmes in a health or public sector setting.
* Strong strategic planning, stakeholder management and governance experience.
* Understanding of Primary Care services, GMS contract implications and resource constraints.
* Ability to work across multiple partners and navigate complex, political environments.
* PVG Scheme membership or eligibility to obtain PVG clearance as required.
