An exciting opportunity has arisen for an Interim Procurement Officer to join a highly respected public sector organisation based in Manchester City Centre immediately. What you'll do:
Develop and advise on public procurement, commissioning, and contract management strategies to ensure full compliance with all relevant legislation and internal governance frameworks.
Identify opportunities for improved procurement practices that deliver better value for money across goods, services, and works.
Support managers by providing clear guidance on technical procurement matters, including preparing tender documentation, evaluating tenders, pre-qualifying suppliers, and negotiating with potential suppliers.
Advise on appropriate procurement mechanisms and respond to procurement challenges by producing detailed outcome reports for management when required.
Promote efficient procurement activity throughout the organisation by ensuring adherence to best practice contract monitoring procedures and supporting contractors in achieving key performance targets.
Prepare periodic reports for senior management outlining contract performance, financial aspects, and overall procurement activity as directed by leadership.
Maintain transparent records of contracts and retendering schedules for all significant transactions to ensure ongoing compliance and good administration.
Produce accurate procurement and contract information to meet the requirements of the Transparency Code and other regulatory standards.
Act as system owner for e-procurement platforms when required, overseeing development, testing, implementation of upgrades, resolving queries, and delivering user training.
Undertake additional duties as reasonably requested by senior leaders within Legal and Democratic Services.
What you bring:
Demonstrated technical experience within public procurement environments with a proven track record of delivering services across large organisations or public bodies.
Possession of MCIPS (minimum level 4) or an equivalent professional qualification; applications are also welcomed from those actively working towards this requirement.
Comprehensive understanding of policies, procedures, regulations, and legislation governing public procurement activities in the UK context.
Excellent communication skills enabling you to engage effectively with diverse audiences both internally and externally.
Ability to translate complex technical concepts into accessible guidance for non-specialist colleagues or stakeholders.
Up-to-date awareness of external factors such as legislative changes or best practice standards affecting public procurement operations.
A focus on delivery combined with strong prioritisation abilities and exceptional organisational skills that enable you to manage multiple tasks efficiently within tight deadlines.
Experience advising on contract design and supporting the development of transparent tendering schedules alongside good record keeping practices.
Proficiency in using e-procurement systems (such as Delta) including system administration tasks like upgrades, troubleshooting issues, and providing user training where necessary.
