Job Title: Permit and Compliance Manager (Compliance & Health and Safety)
CBRE Global Workplace Solutions is a leading global provider of integrated facilities and corporate real estate management. We are recruiting for a Permit Manager to join the team located at one of the most prestigious venues in the UK.
Main Purpose of Job
The main purpose of the role is as follows:
Key Responsibilities
* To manage all associated subcontracted services and ensure subcontractors carry out their duties safely, timely, and in compliance with contracts and documentation.
* To present a professional and polite image to customers/clients, maintain and promote good communication, and develop relationships across all levels, ensuring consistently high standards of customer service.
* Contribute to writing the content for the monthly reporting pack, ensuring compliance, health and safety, and monthly metrics are included.
* Assist the Operational Team in achieving contract operational and financial targets and work closely with senior leadership on KPI deduction recording, reporting, tracking, and data analysis from FM Analytics and CBRE platforms.
* Support the Operational Team with business cost efficiency and supply chain effectiveness to achieve best value for money in procurement of services and goods.
* Fulfil Health & Safety responsibilities by adhering to the Company's Health & Safety Policy and Management Plans.
* Work with Hard FM management to support supply chain remedials to completion in a timely manner to ensure statutory compliance.
* Ensure all RAMS, Method Statements and Site Inductions (including H&S Inductions and ATW’s) are completed before work starts and raise any concerns to management.
* Work towards 100% PPM completion each month, raise concerns or failures with the General Manager, and propose solutions to complete PPMs promptly.
* Ensure contractors have a site contact and confirm dates before works start.
* Ensure all service reports are shared by contractors and remedial works confirmed with the client before proceeding.
* Manage supply chain remedial quoted works, ensuring quotes return to the client within a reasonable time (5 days).
* Conduct monthly verification of PPMs, presenting data dashboards to showcase PPM, remedial, and health and safety performance.
* Maintain a Compliance Tracker, update each month, and include it in the monthly review pack.
* Implement a process for all service sheets from subcontractors, visible to the CBRE Team and Client Compliance Team via SharePoint.
* Support the Compliance Ops Manager in raising remedial works through the WCC helpdesk for recording and closure.
* Ensure monthly download of remedial numbers, highlighted as OPEN and CLOSED, shared within the monthly pack.
* Obtain supplier quotes for remedials related to health and safety concerns, and collaborate with the Contract Support Team to raise FMQs.
* Undertake site visits to review PPM delivery and health and safety scenarios, conduct at least two audits per month, and share findings with the Operational Team and General Manager.
* Collaborate with the Compliance Manager to perform data analysis and report to the General Manager, focusing on service delivery improvement.
* Work with Operational, Contract, and Compliance teams to build innovative solutions across the estate.
* Ensure full compliance with building regulations, fire safety laws, and H&S legislation (Health and Safety at Work Act, CDM Regulations).
* Conduct risk assessments, safety audits, and compliance checks across all sites.
* Develop and implement policies, procedures, and systems for statutory compliance.
* Ensure all statutory inspections, maintenance, and records are up to date (e.g., fire safety, electrical testing, asbestos management, water hygiene).
* Manage compliance documentation and maintain accurate records for regulatory inspections.
Health & Safety Management
* Act as the designated H&S lead, ensuring adherence to all legal requirements and best practices.
* Develop, implement, and review H&S policies, risk assessments, and safe working procedures.
* Lead incident investigations, root cause analysis, and corrective actions.
* Implement and support H&S training and promote a culture of safety awareness.
* Oversee emergency planning and assist in developing business continuity plans.
Stakeholder & Contractor Management
* Liaise with internal teams, external contractors, and regulatory bodies to ensure compliance.
* Ensure contractors and third parties adhere to safety standards and compliance requirements.
* Conduct contractor inductions, permit‑to‑work processes, and monitor performance.
Continuous Improvement & Reporting
* Monitor industry trends, regulatory changes, and best practices to keep policies up to date.
* Provide reports on compliance, safety incidents, and performance metrics to senior management as required.
* Identify opportunities for improvement and lead initiatives to enhance safety culture and compliance.
Key Skills & Qualifications
* NEBOSH Diploma or equivalent Health & Safety qualification (e.g., IOSH, NCRQ).
* Knowledge of UK building regulations, fire safety, and statutory compliance requirements.
* Experience managing building compliance and H&S in facilities management, construction, or property management.
* Strong understanding of risk assessments, audits, and incident investigations.
* Excellent communication skills and ability to engage multiple stakeholders.
* Proficiency in compliance software and Microsoft Office Suite.
* Experience working with regulatory bodies such as HSE, local authorities, and fire services.
Desirable
* Membership in professional bodies such as IOSH, IIRSM, or CIWFM.
* Experience with ISO 45001 and other relevant compliance frameworks.
* Degree level qualification in Mechanical or Electrical Engineering/Building Services.
* ONC/HNC electrical or mechanical qualification or equivalent.
* Strong analytical and decision‑making skills.
* Effective time management of numeracy, report collation, distribution, and data analysis.
* Proficiency in Microsoft Excel, Word, and PowerPoint.
* Ability to challenge the status quo and suggest new ways of doing things to improve performance and practices.
* Strong organisation and communication ability.
* Demonstrable understanding of CAFM and finance systems.
* Integral team player.
