Location: Helensburgh, GB, G84 8HL (Hybrid Working Arrangements)
Role Type: Full-time, Permanent Compensation: £60,000 – £70,000 (depending on experience) + benefits

Role Overview
As a Technical Competence Manager you hold strategic accountability for technical competence across Fleet Engineering. This pivotal leadership role supports safe, high‑quality delivery today while preparing the workforce for future submarine programmes and emerging technologies.
Key Responsibilities
* Lead the delivery of a competency‑based training and assurance framework to ensure technical staff are trained, assessed, and verified against defined standards.
* Manage and develop the technical competence and training team across multiple engineering trades.
* Analyse training needs and competence gaps through risk‑based reviews, job, and task analysis.
* Develop and assure technical training plans, learning materials, and competence records in line with regulatory and quality standards.
* Engage with senior leaders, auditors, suppliers, and partners to support assurance activities and the transition to new technologies.
Essential Experience
* Proven experience designing and leading competency‑based training and assurance frameworks in safety‑critical engineering environments.
* Experience managing technical training or competence teams across multidisciplinary workforces.
* Strong capability in training needs analysis, job/task analysis, and risk‑based gap assessment.
* Experience developing auditable competence management systems and technical training materials.
* Track record of influencing senior stakeholders and delivering sustainable training solutions across functions.
Qualifications
* Recognised training delivery qualification and competence assessor/verifier qualifications.
* ILM Level 5 (or equivalent) in leadership or management.
* Relevant engineering or trade qualification with experience in a regulated or safety‑critical environment.
* Knowledge of quality, safety, and regulatory standards (nuclear or other highly regulated sectors advantageous).
Security Clearance
The successful candidate must be able to achieve and maintain Security Check (SC) security clearance. Eligibility may be affected by place of birth, nationality, citizenship, and residential history. Further details: UK Security Vetting: clearance levels - GOV.UK.
