We have an exciting opportunity to lead in the strategic planning and business management of the largest digital transformation programme within the Environment & Business directorate. The Regulatory Services Programme aims to deliver digital services that will transform environmental regulation.
You will play a key role within the Programme Management Office (PMO), providing input into financial and business management to support risk mitigation, remove barriers to delivery, and ensure value for money in line with the business case.
We seek someone with a proven track record in managing complex financial information, driving value for money, and influencing ongoing investment.
Key Tasks include:
* Understanding the financial and economic cases underpinning the Programme’s business case and spending review bids.
* Ensuring programme deliverables align with strategic objectives and managing change control processes.
* Supporting the Programme Manager to ensure changes to Time, Cost, and Quality are assured, working closely with delivery teams for affordability and value.
* Managing stakeholder queries and delivering regular programme reports, including financial tracking across EA, Defra, and external suppliers.
* Supporting investment and funding activities with the Programme Manager and Director.
* Ensuring adherence to governance and assurance standards.
* Supporting business management through whole-life cost allocations.
The Team:
The Digital, Innovation, and Programmes team oversees the Digital Strategy across E&B, setting strategic direction for digital services that will transform regulation.
You will collaborate with a multidisciplinary team, including Defra shared services and third-party suppliers, to deliver user-centered online services and digital platforms that are efficient, simple, and fast.
Experience/Skills Required (beneficial but not essential):
* Experience in fast-paced, dynamic programme environments.
* Proficiency in Microsoft products (Excel, SharePoint, PowerBI, etc.).
* Experience managing complex financial data.
* Understanding of financial and business planning processes, including charge funding, CDEL, RDEL, recharges between Defra and EA.
* Experience with business cases, EA and Defra approval routes, and change control.
* Familiarity with digital programmes and governance around spend control.
* Ability to lead and engage stakeholders, driving innovation and best practices.
