Day-to-day, your focus will be on delivering designs, drawings, information, calculations, and enhancements that keep vital, innovative and big-budget projects moving. You’ll make sure assets are safe, working, and compliant; develop your own solutions; and be a trusted source of engineering advice for everyone, including our Heads of Engineering Delivery.
Team Overview:
The Construction Engineering Team are the Technical Authority for Temporary Works, Safety Critical Licensing, and the Use of Tall Plant at Transport for London. The team consists of Engineers and Works Inspectors with experience across the project lifecycle to carry out design and construction assurance on TFL’s projects.
Key Accountabilities:
* Implements staff resource management policies and procedures to ensure that ongoing capability is maintained and improved through the optimisation of staff utilisation and enabling of continuous professional development.
* Undertakes line management of staff, ensuring performance and motivation is managed to ensure successful outcomes.
* Leads the development and implementation of medium complexity engineering solutions within their stated discipline or functional specialism, through the provision of subject matter expertise or management of engineering personnel.
* Provides internal stakeholders with appropriate challenge and professional advice to ensure the development or delivery of high quality, tested engineering solutions.
* Represents TfL Engineering as a subject matter expert when engaging with suppliers, customers, industry bodies and external agencies, identifying and influencing best practice to enable continuous improvement across TfL.
* Makes authoritative technical recommendations which have a medium impact on organisational performance in both the short and longer term.
* Evaluates, selects, and applies appropriate solutions to medium risk / value / complexity engineering problems that improve efficiency or effectiveness, while improving safety and reducing operating costs.
* Acts as Delegated Standards Technical Authority (where assigned), reviewing or maintaining technical or functional strategies, standards and governance for their stated discipline or function, considering cost, risk and quality requirements as specified by the business.
* Leads a culture of continuous improvement through the identification of best practice, innovation, whole life cost optimisation and effective root cause analysis.
* Providing Civil Engineering input in support of TfL operations, strategy, projects, and asset management. This may include discipline specific engineering, construction engineering / temporary works and project engineering input.
* Safeguarding the safety, integrity, sustainability, and efficiency of the Civil Engineering assets at all stages in the asset life cycle through engagement in planning, design, construction, operation, maintenance, inspection, and assessment of temporary and permanent civil engineering systems.
Knowledge:
* Chartered Engineer, recognised international equivalent or possesses equivalent knowledge and experience.
* Deep understanding of the challenges of introducing new assets or changes in practice into the transport system and the necessary trade-off between cost, time, and quality.
* Good level knowledge of a relevant engineering discipline or functional specialism
* Good understanding of the interfaces between own discipline / functional specialism and the wider transport system.
* Good understanding of the principles of risk management and value engineering
* Knowledge of applicable health & safety legislation, industry best practice, standards, and guidance applicable to Construction Engineering / Temporary Works.
* Good knowledge of legislation, technical standards, and industry best practice relevant to Construction Engineering delivery .
* Good knowledge of Construction Engineering / Temporary Works design, construction, operation and maintenance systems on Civil Engineering and other discipline specific assets .
* Knowledge of contractual frameworks that are applied to Infrastructure projects ensuring the consistent and efficient delivery of construction assurance.
* Knowledge of the TfL Vision, Mayoral Transport Strategy, Business priorities and financial constraints.
Skills:
* Ability to lead design and/or construction of Civil Engineering or other discipline specific systems, temporary works, and assets under supervision .
* Ability to assess the condition of Civil Engineering or other discipline specific systems, temporary works, and assets under supervision .
* Ability to maintain and undertake asset management of some Civil Engineering or other discipline specific systems, temporary works, and assets.
* Ability to plan, undertake and supervise the construction of Civil Engineering or other discipline specific systems.
Experience:
* Significant experience of conception, specification, design, construction, testing, commissioning, bringing into use, operation or disposal of assets, systems, or changes to engineering practice.
* Experience of managing multi-disciplinary teams or applying subject matter expertise to resolve complex technical challenges .
* Broad experience of applying engineering judgement to support significant value programmes, projects, or operational activities .
* Experience of building relationships and influencing stakeholder at all levels within and outside of TfL.
* Experience of identifying and implementing innovative techniques or technologies to support continuous improvement in a financially constrained environment .
* Experience of building high performing teams through effective leadership, performance management, development, and empowerment of staff, whilst demonstrating the TfL Behaviours.
* Temporary Works Coordinator experience and evidence of setting temporary works requirements across the project lifecycle .
