A client within the Public Sector based in Lincolnshire is currently recruiting for a Housing Enforcement Manager to join their Environmental Health and Housing Team as soon as possible. The client is offering a full time, temporary position on an ongoing basis with the ideal candidate having experience of working within a local authority within a housing enforcement environment.
The Role
Key purpose of the role is to provide day-to-day operational management of a team of Housing Enforcement and Licensing Officers delivering a range of housing interventions, while supporting and mentoring trainee and apprentice Environmental Health or Housing Practitioners. The post holder will also undertake housing inspections, enforcement and licensing activities across all tenures using a risk-based, intelligence-led approach.
Key responsibilities will include but not be limited to:
• Operationally manage a team of Housing Enforcement and Licensing Officers and trainees.
• Inspect, survey, risk assess and enforce housing legislation across all tenures, including private rented stock and HMOs.
• Attend traveller sites and conduct welfare checks, issuing statutory notices where necessary.
• Obtain warrants, gather evidence and conduct interviews under caution in line with PACE.
• Prepare reports, formal notices, licences, and schedules of work, taking enforcement action where appropriate.
• Assist with the development and implementation of policies, procedures, and service plans.
• Provide mentoring and coaching to develop staff within the team.
The Candidate
To be considered for this role you will require:
• Accredited qualification in Environmental Health (e.g. BSc (Hons), Diploma or MSc in Environmental Health) and registration with the Chartered Institute of Environmental Health (CIEH), or
• Advanced Professional Certificate in the Private Rented Sector with CIEH registration, or
• Relevant equivalent qualification or experience that enables you to undertake the duties of the role.
The below skills would be beneficial for the role:
• Housing Health and Safety Rating System (HHSRS) certification.
• Experience conducting interviews under PACE and preparing legal notices.
• Proven ability to manage and mentor staff effectively.
The client is looking to move quickly with this role and as such are offering £40 per hour Umbrella LTD Inside IR35 (approx. £30 per hour PAYE).
