Due to re-organisation and expansion, an opportunity has arisen for a general practice surveyor to join the Council’s Estates team. The successful candidate may be required to undertake professional activities, agency, property management activities relating to the councils operational properties and non housing property assets.
More specifically the post holder will support or be directly responsible for;
1. Negotiating terms of lease and rental valuations of miscellaneous land and buildings.
2. The lease management of land and buildings within the Council’s property portfolio – rent reviews, lease renewals/ terminations, dilapidations
3. The maintenance of the Council’s Asset Register
4. Asset valuations
5. The acquisition of all types of heritable property for the operational requirements including for example the acquisition of land and property for new schools, care homes, or transportation infrastructure projects, either by agreement or occasionally by using Compulsory Purchase powers
6. Co-ordinating the disposal of properties which have been deemed surplus to requirements through sale or lease
7. Assisting in disposals to Community Groups under Community Asset Transfer policy
In summary you will provide general property advice undertaking all professional duties necessary for the delivery of a comprehensive Estates Service to support corporate and Service priorities.
There is a responsibility for the post holder to acquire and retain a knowledge of the property market and relevant current legislation whilst also demonstrating a commitment to quality service delivery through continuous improvement for the benefit of the Service, the organisation and its customers.
The Person
We are looking for someone who has good communication and interpersonal skills, with the ability to work independently as well as within a team environment.
The ideal candidate will possess a relevant property degree and worked within a professional surveying environment. Holding professional membership of the RICS or willingness to achieve such status would be advantageous.
You must have a valid driving licence as this post requires you to travel to a variety of locations across Fife.
The position requires someone who is committed, self-motivated, with a positive, professional, and responsible attitude, with the ability to work to tight timescales.
