To make recommendations on service operational priorities, strategic priorities and effective use of resources. To develop and embed a comprehensive culture of performance management and using customer insight to improve service delivery within the housing service. Responsibilities Collate and produce service and contractor performance information, as well as statistical and financial statutory returns, for information, scrutiny and challenge. Co-ordinate the collection, reporting and use of satisfaction survey data and customer insight information across the service. Analyse and interpret performance, financial and customer insight information to identify trends and support decision-making. Make recommendations for target setting, performance improvement, risk management and effective use of resources, particularly for the service’s strategic planning. Actively seek to benchmark the service with peers, to participate in appropriate benchmarking groups and to recommend examples of good practice to the service. Support training and capacity building of officers, senior managers and residents to develop skills and understanding of performance management and use of customer insight. Develop effective working relationships with elected members, senior officers, contractors, other partners and involved residents to build trust and impart confidence. Research, develop, implement and maintain performance management tools and systems to assist the service in continuous improvement and maximising value for money. Provide advice and guidance on performance management and facilitate performance improvement methods with senior managers, contractors and other partners as required. Assist senior managers to embed a culture of performance management and using customer insight information to improve service delivery across the service. Educational Requirements Qualifications to A level standard or equivalent; or current relevant experience. Experience of working in a performance focused environment. Experience of using a variety of IT systems, which includes databases and excel spreadsheets. Experience of analysing complex information from a variety of sources. Experience of compiling and presenting information to a variety of audiences. Understanding of the principles of performance monitoring and management. Knowledge of project management skills and methodology. Knowledge of change management techniques and practices.
