Service Director Strategic Commissioning and Procurement
Location: Aylesbury
Our vision for the new hub is that it will be a centre of excellence for the organisation on strategic commissioning and procurement. This will include developing a commissioning framework; training programmes; and enabling new ways of working to maximise impact for our residents and ensure robust value for money.
We are looking to appoint a colleague who shares our vision for the future of Buckinghamshire to work collaboratively across both our Council and partners.
If you join us, you will have the chance to shape how the Council works strategically to lead creative and sustainable market solutions. You will also have accountability for a large social care & health commissioning team that includes delivery on behalf of the ICB.
This is a personal contract with a salary of up to £128,588 per annum, depending on experience.

About the role
You will lead a new strategic commissioning and procurement service on behalf of the whole council. We are bringing together existing teams from procurement, integrated commissioning (covering a mixture of adults and all age children’s and health commissioning functions) alongside other areas such as strategic commissioning for children’s social care. You will shape and implement the new service vision and design.
The role is based in the Adults and Health Directorate and supports the whole organisation. It is a key strategic new service director post created to develop and drive forward our approach to commissioning and procurement.
Your role and the services under you will be varied. The hub will include accountability for social care and health commissioning which includes specific responsibilities for contract management, and significant associated quality and financial responsibilities.

About you
We're looking for someone who is more than just a senior commissioning or procurement officer. You need to be strategically confident and have fresh, exciting ideas. An adaptable, transparent approach is a must for this role, and you will use your ability to influence and collaborate at scale, to develop the culture, achieve the aims, and deliver our aspirations for Buckinghamshire.
You will bring significant strategic leadership, and relevant professional experience, which might have been gained in local government, the public or private sector.

About the Service Area
Buckinghamshire Council’s Integrated Commissioning Service plays a vital role in our Adults and Health directorate. Working collaboratively with partners across a wide range of public, private and voluntary sectors, our aim is to align strategic commissioning activities to support service improvement, value for money and improved resident and service user outcomes.
We commission a diverse range of services. These include domiciliary care, residential and nursing care, day opportunities and support living, direct payments, and carers support for unpaid carers. We also commission several NHS services, including all strands of mental health provision. This integrated commissioning between adult social care and health services has enabled us to improve the efficiency of services we provide to our residents.
To ensure sustainability and resilience for the future, we identify the need for and procure new services and contracts for both health and social care. This involves building strong relationships with staff at all levels within these services, discovering and supporting areas for development, and monitoring the quality of the services we provide to our residents.
